Established, implemented, and maintained an installation Exceptional Family Member Program (EFMP) for sponsors of eligible family members with physical, developmental, emotional, or intellectual impairments/disabilities. Performed advocacy, provided information/referrals, and conducted needs assessments for existing, newly diagnosed and newly assigned EFMP families. Developed and updated a comprehensive resource directory of military and civilian special education and health related services. Promoted and developed the installation EFMP by establishing and maintaining contact with State and local government, and civilian sector educational and service organizations ensuring maximum availability of resources/services for EFMP military families through membership and active participation in various boards, networks, and committees. Developed an EFMP information and education programs to include an on/off installation publicity/marketing plan and awareness briefings for command, unit, and community organizations in addition to education/training sessions for EFMP families. Conducted command consultations and participateed in other duties as assigned including unit deployment/redeployment briefings. Ensured relocating EFMP families were referred to the appropriate special education and medical care providers.

Planned and executed marketing and public relations activities to ensure target populations are informed of services and activities supporting military life cycle needs. Served as the Alaska subject matter expert for Military OneSource, Federal, State, and community resources available to support active duty, Reserve, and National Guard military members and their families. Assessed military community work/life readiness needs and provided referral services for work/life resources to military/civilian leaders, organizations, and military families to increase quality of life and resource utilization. Collaborated with military and community support services to identify needs and deliver services/resources to the Alaska military population. Identified and coordinated the inclusion of previously underutilized State, community, and private work/life resources (community capacity) to the benefit of military families.OUTREACH/COMMUNITY CAPACITY: Coordinated with service providers and military leaders to enhance awareness and service delivery of key military family readiness resources available through the Family Readiness System including financial counseling, education counseling and behavioral health counseling. Conducted outreach, educational trainings, and program presentations to Alaska-based military and civilian leaders to increase awareness and utilization of available resources for geographically dispersed military and family members. Led a 161-person coalition of AKANG, Canadian Forces (CF), USAF, and contract personnel employing $180M+ in USAF alert assets in the execution of the 24/7 Alaskan North American Aerospace Defense Command (NORAD) Region (ANR) mission. Managed operational, maintenance, and administrative divisions to improve internal organization programs, mission readiness, and external agency relationships.Advised senior ANR leaders during Joint Operations Planning and Execution System (JOPES)execution. Coordinated with USAF, Federal Aviation Authority (FAA), NORAD, and Alaska Air National Guard (AKANG) partners to develop mutually beneficial strategic goals and operational objectives. Coordinated with 11th Air Force (11 AF), ANR, and 673rd Wing officials to plan security and maintenance for a Priority Level 2 air defense facility and 26 geographically dispersed radar installations.Supervised the planning and procedures to recruit, retain, and develop 129 full-time Active Guard/Reserve and 19 Drill Status Guard (DSG) personnel. Ensured equal employment opportunity (EEO), objective assessment, and fair promotion practices were in accordance with Federal (MD-715) and state EEO standards. Conducted periodic Unit Climate Assessments (UCA) to assess unit morale and identify positive/negative trends. Provided oversight and first-level appeal for hiring and promotion boards. Supervised a 126-person Operations division comprised of AKANG, CF, and USAF personnel maintaining the 24/7 security of 1.3M square miles of sovereign US airspace in ANR. Guided positional training, standardization, and effective evaluation of 13 Operations’ specialty occupations executing command/control, air surveillance, aircraft identification, and intercept operations in ANR. Ensured execution of antiterrorism measures, Operations Security, and security training for Operations’ personnel. Conducted risk assessment and advised the unit commander on physical security and force protection. Directed crisis/emergency management actions to ensure maximum security and survivability of personnel and facilities. Secured resources to resolve air operations limiting factors, air security risks, and enhance training for Operations’ personnel.Advised ANR officials on the Course of Action and Detailed Planning phases of the JOPES for NORAD/NORTHCOM Homeland Defense operations planning. During JOPES Implementation phase, supervised the employment of $180M+ in ANR alert assets to neutralize airborne security/terrorist threats. In collaboration with FAA’s Anchorage Air Route Control Center (ARTCC) managers and ANR officials, planned and managed the use, repair, preventive maintenance, and modernization of 26 radar systems valued at $4.5B+. Coordinated with ARTCC representatives to establish mutually beneficial agreements and operational support initiatives.
