What began in 2013 as a simple TSCM program for 2 conference rooms, became a physical data & IP risk management program which grew to encompass over 100 spaces globally including labs, conference rooms, event spaces, homes, and vehicles. We grew from a team of 1 to having full-time personnel located in every major geographic region of the world, implementing a world class Enterprise Security Risk Management portfolio which supported every major line of business at Meta. We worked with facilities to set appropriate construction standards for high risk spaces according to documented risk thresholds and tracked/documented changes over time along with the root causes of the change. We developed programmatic solutions which served Meta's C-suite, executives, and their highest risk employees.When COVID-19 sent everyone home and turned all business functions remote overnight, this team led the thought leadership effort to understand how critically sensitive business functions could be done remotely, what policy & programmatic changes were necessary, and we built an education suite aimed at the executives and their staff, which was quickly rolled out to remote New Hire Orientation and the entire Augmented/Virtual Reality organization.We integrated with Crisis Management operations, M&A, Policy & Legal, Product, Engineering teams, among others.We worked cross-functionally on Physical, IT, and Cyber security risk assessments, red-team exercises, and incident response/investigations.We created a program which identified the risk to information loss via corporate espionage, theft, and insider threat; analyzed and optimized our environments so that we could understand when vulnerabilities were able to become threat vectors and why, so we could anticipate and mitigate according to the risk appetite of the company.

This change in role coincided with both the change from Facebook to Meta and Privacy Protection's realignment from the Executive Protection organization to Global Security Intelligence & Investigations (GSII), Protective Intelligence organization.

Special Projects has grown to support Global Security's strategic initiatives worldwide. I've built a peer reviewed, industry leading IP Risk Management program at Facebook.Identifying “at risk” Intellectual Property around the globe and designing programs to track and manage that risk is my current challenge. My team designs global programs that mitigate security risk by educating the business and allowing them to make informed decisions about the risk they own. Over the years, I have become a builder of boutique security programs which creatively manage risk while driving business value. This enables Facebook to safely perpetuate its brand.

As a consultant, Tim created the following programs for Facebook: • EP Residential Security • EP Special Projects Management & Development• Global Security's Specialized Technology & Methods R&DIn October 2015, Facebook brought Tim in-house to manage and mature these programs. He built the Residential Security & Technology R&D programs to the point where they became stand alone programs and were reorganized within Global Security to be led by other people. In 2017, one of the programs in Tim's Special Projects portfolio had a significant increase in demand from Facebook Leadership, which necessitated building this IP Risk Management program to a global scale.

Tim was a lead consultant for AS Solution in the SF Bay Area.As a Senior Security Project Manager, he managed UHNW residential builds and renovations. An intelligently designed residential security plan should integrate with the future security needs of a family in a way that minimizes redundant expenditures as their needs evolve.Tim also continued to help other Bay Area companies develop specialized security technology programs & strategies.

In year two, Tim created EP Special Projects. As Executive Protection’s PMO, this program would manage traditional projects such as executive residence construction and security design, as well as R&D technologies and methodologies for unique security problems. During his second year as a consultant, Tim:• Delivered the first Facebook managed, multi-million dollar executive residence build which integrated cutting edge security technology into a custom smart home. • Establishing residential & company standards for the use of ballistic materials and hardening methods to create safe rooms.• Established the Special Projects R&D lab • Led research for all EP’s “day 2” technology needs and road mapped implementation.• Led research for aerial drone detection & mitigation strategies.• Led research for security drone use and the associated risks.He also continued to manage and develop the executive residential security program which included:• Comprehensive risk & emergency preparedness assessments • Establishing the COO’s residential security program and overseeing a comprehensive home automation & security technology upgrade & retrofit.• Consulting, designing, and managing residential security projects for all Members of Leadership.In October 2015, Tim was asked to join Facebook as the Program Manager for EP Residential Security & Special Projects.

Tim joined AS Solution to redesign Facebook’s Executive Protection program. As the EP Logistics Manager, Tim built the infrastructure to transform an EP detail into a Fortune 50 Executive Protection department which protected two of the world’s most recognizable and highly visible business leaders. Tim built a suite of solutions to help this new department operate efficiently in this fast paced, post-IPO tech culture. After the attack on the Benghazi consulate, my team was assigned to build a new program called Foreign Affairs Counter Threat 2.0 (FACT version 2). The Congressional Accountability & Review Board on Benghazi commissioned this course to meet all the training requirements for diplomatic personnel traveling to high threat posts. Some of my accomplishments were:➢ Auditing processes and training programs as part of the Post Benghazi Review➢ Designing and implementing training programs and dynamic exercises that were mandated and overseen by the Congressional Accountability & Review Board for Benghazi➢ Teaching situational & cultural awareness, surveillance detection, and security concepts to diplomatic personnel in a way they can apply during their daily routine➢ Explaining the value of DSS security programs and policies to create voluntary compliance and participation within the Diplomatic Corps

I taught for the Diplomatic Security Service at the US Dept. of State. My initial program was the Iraq Field Immersion Training (IFIT). We taught diplomats how to be safe in Iraq and to use the security policies and programs in place. Essentially, we trained them how to be a protected person. I protected a foreign diplomatic family living in Northern Virginia. This involved working out logistical details as they relate to travel, school, high profile events, and variations in threat level. Some of my experiences were:➢ Developing Risk & Vulnerability assessments of residences, venues, cities, and events➢ Monitoring the family’s threat profile in light of public opinion, political, & world events➢ Performing advance security surveys; documented findings and recommendations➢ Using discretion while working inside of the residence➢ Coordinating with the family’s staff and assisted them with projects and logistics➢ Coordinating with Embassy and US State Dept. personnel to ensure smooth operations➢ Implementing intelligent security measures to counteract a major spike in threat level due to an International IncidentThis project provided insight into how an ultra high net worth household functions with the daily influence of International Politics. I also had the opportunity to learn some excellent lessons about effective Leadership, Management, and Team Building. This learning environment actually spawned the idea of True Leadership, which is a concept that I am developing. True Leadership is based on principles that achieve results as well as create a culture of trust and excitement within the team.

Working in EMS helped develop my critical thinking skills as I learned to reason through problems while under pressure. This directly contributed to my success as a soldier & security professional. My work with GORGRP was two fold. I operated aid stations and was a security team medic.I provided primary medical care for contract personnel working in Iraq. Depending on the site I provided care for between 45 to 2,000 personnel. My patients were from the US, Europe, Africa, Middle East, and Asia. It was interesting to diagnose and treat "exotic" diseases that are not commonly seen in the US such as Malaria and Dengue Fever. I was also a security team medic for teams who performed various protective security operations in Iraq. Functions included base defense, convoy, PSD, and work site security. I assisted Site Security Managers with designing and implementing security projects that kept US Military Bases secure. I was a lead instructor for many training functions that included tactical medicine, security operations, weapons & tactics, and ethical work practices.I was always the lone representative of GORGRP at my sites. I worked independent of direct supervision and was selected on many occasions to manage sites that were experiencing problems. I developed a reputation within the company as a problem solver who reliably delivered results. I was able to mature my leadership and management abilities since I was the sole agent between GORGRP, the client company, and the US Government.
