• I was appointed as Executive Director to establish the BBSQ from infancy and grow the agency to meet long term objectives set by the Bahamian government. This entailed managing the overall affairs/operations of the Bureau; and building, implementing and sustaining Quality Infrastructure (QI) systems (standards, metrology, conformity assessments and accreditations)Notable Accomplishments:I successfully created BBSQ as an agency; securing new facilities, overseeing renovation and adherence to building codes, attraction and recruitment of Technical/Administrative team, creation of the BBSQ’s Website, developing pension plan for all staff members, selecting, training and installing of QuickBooks Accounting software, attaining four logistical vehicles and appointing nine members for the Standards CouncilI achieved identification and adoption of 11 regional and international standards as The Bahamas National StandardsI delivered the development of BBSQ three year strategic plan, Standards Operating Procedural Manual and Metrology work plan Policies/Memoranda attained: a) Signing of two Memoranda of Understanding for (Caribbean Reference Laboratories (CARLs) and Caribbean Cooperation for Accreditation (CCA) through CROSQ and the 15 Member States b) Finalizing revisions of the Standards and Weights and Measures Legislation to ensure full compliance with WTO TBT agreements and international best practices; that needs to be ratified in Cabinet and tabled/approved in Parliament c) Development of a National Quality Policy (NQP), affixed as Annex 2; NQP is carefully aligned to the National Development Plan 2040I led a Delegation of Former Minister of Financial Services and Trade, Mrs. Hope Strachan, Permanent Secretary of the Ministry, and the Standards Council’s on a Study Tour Visit to Bureau of Standards, Jamaica, to observe and understudy the Quality Infrastructure (QI) systems

Furthermore, I assisted with the development of new item types (e.g. polytomously scored items) and scoring rubric and reviewed state or districts/provinces' science curriculum/standards' documents to create test alignment, and in customizing assessment development. Additionally I peer-reviewed test items for content validity, bias/sensitivity, grade level appropriateness and other attributes in maintaining a catalogue of item contents and reviewed post-calibration field-test items for content appropriateness and statistical-fit characteristicsNotable Accomplishments: As one of two first time Science Content Developers, I established evaluations for new Science Content Specialists; short-listed them and interviewed/evaluated their performances on the employee hiring science assessments, successfully hiring five new SpecialistsI created internal quality management systems for the team, improving efficiencies in the content divisionI wrote, revised and reviewed test items based on scientific accuracy and grade-level appropriateness, with an eye toward fairness, and project specificationsI reviewed and revised internal and vendor-created items to meet internal and external deadlinesI led client and committee meetings in which stakeholders reviewed and approved: a) the scientific content, fairness, and grade-appropriateness of test items b) constructed-response scoring activities to identify exemplar student responses, monitor scorer training, and audit scoring sessions c) constructed-response rubric validation activities with stakeholders to ensure that item rubrics are functioning as intended
