Direction Of The Service Centre For Immigrants, Emigrants And Refugees (Saier)
As the head of the Service Centre for Immigrants, Emigrants, and Refugees (SAIER), a one-stop service specializing in international mobility, I was responsible for all technical issues of the service. I led a team of 140 professionals and managed a budget exceeding 4 million euros. Within the first two years, I restructured the service with the aim of setting a new standard in international mobility. This transformation, which involved a significant increase in both budget and team size, was not only recognized but also endorsed by the European Union as a best practice for local service integration.Additionally, the service achieved a 90% satisfaction rate among users and a 300% increase in applicants for international protection. I designed the Municipal Refugee Assistance Program, which provided support to people from more than 20 nationalities. This resulted in a 90% increase in Spanish language proficiency among participants and a 43% full-time employment rate upon program completion. Furthermore, I established unified circuits with over 100 public entities, NGOs, and consulates, thereby reducing costs, inappropriate referrals, and user dissatisfaction.In 2016, I was entrusted with designing and implementing Barcelona's refugee program within SAIER. Under my technical leadership, the program was later acknowledged by the OECD as a model for public policies promoting the integration of migrants.
Direction Of Barcelona'S Family Reunification Program
This program combined individual activities, such as counseling and legal assistance, with collective efforts, like community events and workshops, to enhance participants' inclusion. A multidisciplinary team of psychologists, lawyers, and social educators provided support to more than 3,500 families seeking reunification.The impact of the program was significant, with a notable increase in women's participation in activities like language classes, leading to improved integration into the city. The percentage of young people studying or working also saw a substantial rise, from 67% to 87%. The Spanish Ministry of Labour acknowledged the program's success as an innovative project, and the European Commission hailed it as an exemplary approach to addressing the needs of immigrants. The program's success led to its replication in other Spanish cities, such as Cartagena and La Coruña, as well as internationally in Italy and Canada.
