The County Medical Services Program (CMSP) was established in January 1983, when California law transferred responsibility for providing health care services to indigent adults from the State of California to California counties. This law recognized that many smaller, rural counties were not in the position to assume this new responsibility. As a result, the law also provided counties with a population of 300,000 or fewer with the option of contracting back with the California Department of Health Services (DHS) to provide health care services to indigent adults. DHS utilized the administrative infrastructure of Medi-Cal's fee-for-service program to establish and administer the CMSP program.

Team lead of 34 subcontractors and 4 full time staff. Scheduled and coordinated close out for owner take down. Responsible to bring 100k s/f, 92 room hotel project from site development through to Certificate of Occupancy prior to company dissolution. Worked with fund control service, city agencies, engineers, subcontractors, Carlson hotel franchisors, RIM management and owners to bring project to fruition. Helped organize the Volunteers Assisting in Disasters Team for El Dorado County. Worked closely with Jamie Morgan and Marty Hackett, both with the El Dorado Coutny Sheriff's Office.

Developed corporation and board of directors, program conception and implementation, project construction and daily operations of a transitional home for women and children, with full accountability for outcomes with intention of program hand off. Set up non-profit corporation and obtained 501(C)3 status with IRS. Trained and deployed hundreds of volunteers for the program exiting with strong teams in place. Employed leadership and communication skills acting as first point of contact in responding to emergencies and immediate needs of homeless population of El Dorado County for the Community Care Division of Green Valley Community Church. Developed websites, marketing and fundraising plans for future sustainability, including grant research and writing. Created inter-agency organizational structure to benefit program guests at no cost through cooperating non-profit and government agencies. Responsible for creating the El Dorado County VOAD (Volunteer Organizations Assisting in Disasters) team with sustainable infrastructure.

Manufactured Home Sales, Raw Land Sales and Site Development Company; Hired for and successfully brought 38 challenged projects to Certificate of Occupancy. All projects completed as assigned. Managed incoming bids for site development and was responsible for those projects from inception to fruition. Site review & preparation for installation of Manufactured Homes ranging from 1200 to 3800 s/f. Responsible for drafting site plans, USA coordination and documentation for wet and dry utility installations. Saved thousands of dollars by streamlining internal processes and keeping customers satisfied so that attorney's fees were not required on many of the projects I completed.
