During my tour in Mali as LOG OPS officer, I was responsible to:- Keep an updated recognized logistics picture for all the sites within Brigade area of operations. - Plan future logistics support, logistic convoy movements, tactical Airplanes rotation and Helicopters link-up. - Write standing procedures to deliver support in reaction of any kind of incident. - Monitor daily movements within Brigade Area of Responsibility. - Conducted simultaneously two sites survey in KIDAL and TESSALIT (North Mali) on very short notice, to assess logistics requirements for a military surge of 300 soldiers in each camps. - Specialized in coordination of complex multi-transport routing and shipping projects (from Senegal, Ivory Coast to North Mali) with client orientation for delivery in a timely manner.Promoted to Lieutenant colonel, I became the Logistics Branch Head in the same unit with extended responsibilities on two additional sections: personnel administration (B1) and budget (B8). I developed clear goals, prioritized activities, anticipated risks to allow contingency plan.- On Human Resources Management, monitored the Peace Establishment List and advised the Chief of Staff on recruitment, movement of personnel to the parent HQ. - For S4, oversight of support organization on Brigade HQ but deeper involved in logistic concept of operations and Force Requirement assessments for current and future exercises or operations. - As for Finance, supervised budget management and ensured adequate financial resources to refurbish Barracks, welfare activities as per Chief of Staff directives.- Developed a bilateral partnership with a US Marines Corps Division, defined mutual support procedures for training in France and in the USA (TA, SOR, HNS).

On my field of expertise, I had many deployments on exercises and on Tour of duties where I had to deliver at the best place, at the right time, the most appropriate sustainment, taking into accounts regularly new constraints.Hereunder some achievements on operations during all these years and always with the support of great brothers in arms:- CAR 2014, drafted two Military rotation Plans, each having over 2,000 troops, including intra-theatre movements and several constraints like maintaining a significant military force within Forward Bases, dealing with an undersized transit zone on M’Poko military camp in Bangui and keeping in mind to optimize each strategic airlift flight.- Mali 2013, conducted two sites survey in KIDAL and TESSALIT on very short notice, to assess logistics requirements for a military surge of 300 soldiers in each camps. -Lebanon 2012, Submitted a Military footprint reduction for UNIFIL Area of Operations while considering logistic and operational consequences for new deployments, closure of sites, TCC SNR remarks and TCC specific MOUs. The UNIFIL Military Capability Study incorporated these logistic conclusions for implementation. - Ivory Coast 2004, conducted transportation missions and Combat Service Support missions for over 4000 French Troops. Settled a transit platform within the Forward Support Base near Yamoussoukro and opened new Mission Supply Routes covering the whole country from North (Bouake, Korrogho) to South (Abidjan, San Pedro) and West (Douekoue, Man). - Afghanistan 2002, Air Transit Officer on Kabul International Airport, provided assessment and advise to the Logistics Commander on shipping methods and routes, transportation and logistics costs for the whole French Contingent.
Joint Logistic Operation Center - J4 Plan
- Ensure Integrated Support Services (ISS) support meet the military plan requirements within means and capabilities. Assess and submit for decisions all requests for services, equipment or supply issues from Troops Contributing Countries (TCC).- Review/implement the operational directives and doctrine, maintaining contingency logistic plans and Joint Logistic Operations Centre SOPs to maximize logistic productivity and cost efficiency. - Contribute to revision in Memorandums of Understanding (MOU), the key planning tool for ISS. - Maintain logistic situational awareness and strategic reserves. - Support timely redeployment of Forces. Based on the DPKO guidelines, UNIFIL had to propose a Military footprint reduction within its Area of Operations. Considering the logistic and operation consequences for a new deployment, I had to take into account the TCC SNR remarks and TCC specific MOUs in order to assess the potential closure of UN sites or redeployments. All these data, comments and remarks have been analyzed, synthesized and briefed to the Force Commander for decision. Finally, the UNIFIL Military Capability Study incorporated these logistic conclusions for implementation. In the meantime, I planned and coordinated with ISS the departure from Lebanon of the Portuguese contingent and the redeployment within the AO of the French contingent.
