• Served as senior security manager for Mexico, Columbia and Venezuela implemented existing and developed new policies, procedures and controls for a regional security program for (three facilities) to ensure the protection of employees, physical assets, IT programs, intellectual property, and trade secrets.•Restructured physical security systems, policies, procedures and controls at individual facilities to improve the physical safety of personnel and facility infrastructure.•Developed and innovative personnel-tracking system to ensure, in an emergency, the personal safety of employees when they cross national borders.*Implemented a series of escape-and-evasion driving courses for senior plant management, so as to avoid possible kidnapping or carjacking.*Engaged experts from the local FBI and U.S. Consulate offices to plan and facilitate training of management in anti-kidnapping measures.*Improved and rigorously enforced compliance with Customs-Trade Partnership Against Terrorism (C-TPAT) as well as conformity with the Mexican equivalent Nuevo Esquema de Empresas Certificates (NEEC), in order to quickly transport products across the U.S./Mexican border while preventing theft.*Carried out threat, vulnerability and risk assessments to determine probable frequency and severity of criminal activity or manmade disasters, leading crisis management exercises in the regard.*Developed and implemented security measures and tactics to safeguard personnel traveling to "hotspots" resulting from political and social unrest in my area of responsibility.*Established and maintained good relationships with U.S. embassy personnel in my area of responsibility in order to ensure the timely flow of intelligence and threat information, so as to ensure safety of personnel and rapid, safe extraction of U.S.-citizen employees, should the need arise.

*Conceived, drafted, and presented for implementation a 2-year plan on how the FBI can best identify potentially targeted assets in the U.S. private sector and how to use this data to prevent national security breaches.*Researched an identified top 10 domestic security threats, subsequently used as a "best practice" methodology an adopted by other FBI programs.*Provided threat assessments to defense contractors, private sector executives and academias, and interviewed these individuals on relevant proprietary information to which they had access. As a result, these individuals had increased awareness of potential threats to their infrastructures, IT systems, and personnel.*Trained FBI Special Agents on how to conduct "outreach" presentations, prepare contact reports, gather intelligence and, most importantly, determine the potential CI targets and risks of the U.S. private sector.

*Worked as Special Agent, conducting hundreds of investigations and developing criminal court cases related to drug, kidnapping, terrorism, bank robbery and other U.S. federal offenses.*Completed assignments in Puerto Rico, Indianapolis, McAllen and San Antonio in conjunction with my assignments as a Special Agent. As part of the Legal Attache´ Program, served in Mexico, Central & South America, Spain & Iraq.*Served as FBI San Antonio Field Office media spokesperson, developing close working relationships with local law enforcement, media representatives and academia in 59 Texas counties.
