A review of the selection process revealed a less than thorough engagement process and little or no internal planning to determine what is requiredA superficial tendering process had been undertaken but showed little evidence of a best practice bidding and selection process.Once the short comings were exposed the Project Manager departed quoting family health issues. Implementation was delegated to the Document Controller and me.Procurement process to establish controls to operate an effective de-centralised procurement process, providing expert guidance and a process able to cope with fluid evolving operating structure in manufacture. My role was to manage all the commercial and procurement actions while the Document Controller looked after the plan to implement and established how the business would operate.Renegotiated the supply contract such that clear objectives that matched company manufacturing requirements were established, KPI’s and SLAs were established against an unambiguous project plan. The supplier agreed to work to our plain language performance specification rather than us signing up to the specification he offered. Capital saving £250k achieved against budget.Then using the data generated reviewed major expenditure and created reduced risk and value for money improvements by negotiating effective supply contracts:• IT hardware, software and middle ware 20% saving achieved. • Temporary site roadway 10% reduction in cost • Scaffolding, portfolio of approved suppliers by region established reflecting market rates.
