Work with and support the Chief Operating Officer and the President and CEO in the administration of all programming and service delivery offered by SAMMinistries. Plan, develop, and evaluate all program components directly or in collaboration with Program Managers and Directors and serve as a liaison within the community in the development and maintenance of key partnerships. Assists in the acquisition and maintenance of government grants and contracts and the related performance measures. Directly supervise Program Directors and Senior Program Directors and support cohesion amongst the Programs Team to ensure successful execution of the Ministry’s mission.

Provide guidance and oversight of the administration and delivery of $4.8 million of annual funding received from various federal, state, and local entities as well as private foundations supporting direct client services for rapid re-housing, homeless prevention, street outreach and emergency shelter programs. Development and implementation of new programs. Ensure each program’s effectiveness and compliance by tracking and meeting outcome measures as outlined by the individual grant and contractual agreements. Oversight and coordination of duties of a team located at 4 different locations, with program management staff to ensure program needs are being met. Work closely with and maintain constant communication with individual grant and funding liaisons. Provide program narratives and assist with budget formulation for new grants and grant renewals. Public presentations of programs for funders, partner agencies and the general public. Foster communication and teamwork between program staff, senior leadership, and partner agencies.

Programs include SAMM Prevention Services, United Way Utility Assistance, Senior Homeless Prevention Program, Veterans' Housing Stability Program, TDHCA Rapid Re-Housing, Prevention and Street Outreach, COSA Rapid Re-Housing and Street Outreach, CDBG Rapid Re-Housing and Bexar County Family Drug Court and Early Intervention Program Rapid Re-Housing.

Programs include Prevention Rental and Utility Assistance, United Way Utility Assistance, Senior Homeless Prevention Program and Veterans Housing Stability Program. These programs provide rent and utility assistance to qualifying individuals and families who are at imminent risk of losing their housing due to unforeseen circumstances that have caused a financial hardship. In addition to prevention services, the Senior Homeless Prevention Program and Veterans Housing Stability Program also have a rapid rehousing component that provides support and assistance to qualifying individuals and families who are transitioning out of homelessness and helps them secure stable housing. Case management services are provided for all programs in support of the individual or family as they work towards self-sufficiency and sustainability.
