I worked extensively on transport policy reform from 2018 - 2023 with the International Transport Forum at the OECD, particularly focusing on the implications of transport decarbonisation for modal shift, urban redesign, new transport modes, and multimodality.

I was a member of the Advisory Board of the Centre for Commercial Law and Regulatory Studies (formerly Centre for Regulatory Studies) and a lecturer in the Master of Regulatory Studies degree programme.

As a Governor-in-Council appointee to the Board, the role involved contributing to the statutory functions of the Board, which were based on regulating the profession for the protection of the public. Specific roles include:Accreditation of training courses for chiropractors;Development of standard of practice codes and guidelines; andConduct of Hearings Panels on disciplinary matters.Note: the Board was superseded by the Chiropractors Board of Australia in July 2010 as part of the national reform of the regulation of health practitioners.

Public Governance Directorate - Regulatory Management and Reform Program. I conducted country reviews, focusing on the quality of regulatory development and regulatory reform systems and processes, researched issues including regulatory impact analysis, consultation processes and regulatory indicators.I remain a consultant to the OECD and am a co-author of a recent OECD published book on regulatory impact analysis.

During this time I directed the activities of the ORR, including the management of a multi-disciplinary staff of 6 - 8 economists, public policy specialists and lawyers. The role include:Design and implement strategy and specific initiatives to achieve Government regulatory reform objectives. Assist in developing the legislative review strategy under the National Competition Policy.Promote regulatory reform concepts and tools to regulatory agencies and provided expert assistance to improve their regulatory performance.Maintain dialogue with industry associations, corporate sector representatives and other reform agencies.Pursue regulatory reform issues through national forums including the Council of Australian Governments and individual Ministerial Councils.Promote, and contribute to the design of, improvements in regulation-making and regulatory scrutiny processes.Manage the production of a range of guidance publications on regulatory quality issues, including principles of high quality regulatory design, regulatory impact assessment and alternatives to traditional regulation.
