1981 - 1997 Project Cost Control /Planning and Contracts. Ras Lanuf Oil & Gas Processing Company (RASCO), National Oil Company (NOC), Ras Lanuf, Libya. Project cost Eight billion dollar.Experience started from the feasibility study of the project up to the successful commissioning of Refinery, Ethylene plant and harbor loading system. Responsible for controlling and monitoring of project total expenditure, including verification of invoices and claims from suppliers, vendors, and subcontractors  In charge of cost, scheduling, estimating and contracts. Provided support for planning and cost control of projects, through variance analysis, reporting, and monitoring of milestone progress. Prepared company budgets, reviewed, and analyzed contractors’ schedule, and incorporated in company’s overall schedule  Prepared bid documents for projects, which involved reviewing, evaluation, and analysis of contractors’ bid documents (mainly scope of supply, contract conditions, and payment terms) Regular visit to site for progress measurement and certify for payment.  Approved contractors’ payments and negotiated financial claims  Material management by monitoring the shipment of project equipment and materials; upon arrival of the materials make sure shipment is certified by third party inspectors, supply is as per spec and meet contract terms. Liaison with the material department for correct coding of the materials. Work with finance department to produce financial report and to develop code of accounts. Review and analysis of the final account for each contractor.
