Manage a portfolio of production programs, with subordinate program managers, ensuring all internal and external customer requirements are met. Manage programs against their baseline schedules and budget, reporting status to customers and internal stakeholders on a regular basis. Identify and track program technical, schedule, and cost Risks and Opportunities, including the development of risk mitigation and opportunity realization plans and actions.

Accountable for profit/loss, growth and total composite performance for assigned programs within scope of direction, inclusive of sales, margin, schedule adherence, technical compliance and customer satisfaction. Accountable for overall management and direction of all technical aspects of the programs assigned, including recommendations on development, improvements, standardization, and manufacturing process from planning through final delivery. Defines technical scope, capability and details of program requirements, customer needs and organization deliverables. In addition, based on the understanding of customer needs, offers and prepares solicited or unsolicited Rough Order of Magnitude (ROM) that will satisfy the requirements. Identifies out of scope activities and, with appropriate review by management, makes recommendations and commitments to the customer. Negotiates additional charges, funding, and/or timeline impacts. Has the lead role in resolution of programmatic and quality issues and negotiations with the customer and business partners to ensure corrective action is taken as applicable. Identify key technical and/or resource gaps as they arise and work with interdepartmental teams to resolve or escalate when appropriate. Work across numerous development teams to ensure interoperability of technologies, workflow and integration. Foster teamwork and cooperation. Behave ethically and communicate effectively. Initiate team and/or customer meetings as necessary to insure complete understanding of the goals and objectives. Tracks all required customer deliverables within organization cross-functional teams. Manage a major group of the engineering department through staffing, budget development and control. Provide the engineering leadership required to support departmental and project goal attainment. Identify training requirements for personnel to assure knowledge base for policies, procedures, concurrent engineering, root cause analysis, trend charts and corrective action. Write and administer performance appraisals and performance improvement. Determine requirements for materials, and or equipment for engineering projects and ensure all required tooling, equipment and materials are available for the engineering group. Interface directly with customers through presentations, meetings, or other communication media to represent Sparton. Support proposal activities in support of tangential Business Development pursuits.
