Provides a range of IT enterprise, program, and project management and organizational transformation consulting services, including services related to corporate governance (e.g., enterprise architecture management, capital planning and investment control, human capital management, institutional change management, performance management, risk management, and system acquisition and development process management, as well as independent verification and validation and risk reduction services related IT program- and project-level planning, execution, and delivery. In addition, provides clients with new business opportunity identification and proposal targeting services, and related outreach and communication services.

Led GAO corporate IT governance evaluations at Departments of Defense, Homeland Security, Justice, Housing and Urban Development, Agriculture, and State, major defense and civilian system acquisition program evaluations (e.g., US-VISIT, SBInet, Atlas, Secure Flight, SEVIS, Sentinel, and various ERP programs), and other high profile IT topics (e.g., electronic voting systems and terrorist watchlists); testified frequently as expert witness and provided hundreds of briefings to House and Senate appropriations, authorization, and oversight committees; developed IT management guidance; and served as national press and media spokesperson.

Led portfolio of corporate IT governance and system-specific evaluations on DOD Business Systems Modernization High Risk Area as well as evaluations of century date change efforts at Departments of Defense, Justice, State, and Treasury, and testified as expert witness and provided briefings to congressional committees on the results of these and other evaluations.

Led GAO's evaluations on the FAA Air Traffic Control Modernization, IRS Tax Systems Modernization, and NWS Weather Systems Modernization high risk areas and testified as expert witness and provided briefings before House and Senate committess
