Hired to manage NOAA’s massive and big data for the National Water Center (NWC). Aided in writing the data management plans for the various science and data services projects. Determined optimal methods for ingesting, storing and delivering data to support the scientific efforts. Revamped configuration and storage of the 20+ PostgreSQL database including security, namespaces, vacuuming and failover replication.NWC utilizes RedHat’s CEPH S3 storage solution (2PB+). Upon arrival, the CEPH object store instance was in failure mode. Working with a CEPH expert, was able to stabilize the object store and make it operational again.Worked on refactoring the existing data services and associated APIs. Old system was too tightly integrated making updates expensive and time-consuming. Designed new model for handling data services, developed presentation and pitched to management. Once approved, was promoted to technical lead and led the team in carrying out the new data services plan.

Responsible for the design, architecture project management and launch of multiple Mobile/Web/API/DB solutions for both B2B and B2C clients, with respective users on four continents and in four languages. Each client presented a basic design and feature set. Rhys built the teams, identified necessary technologies, architected the solution, created the project plan and managed every aspect through launch using both Agile and Waterfall models.Mobile solutions included IOS (phone/tablet) and Android using native languages. Web applications utilized Bootstrap to be responsive for all environments. Backend solutions including both the design and architecture of the RESTful JSON API as well as the SQL database. Various backend integrations with Twilio, SendGrid, Firebase, JSMPP and more was required.Rhys was responsible for all operational considerations. He configured load balancers, server instances and more on both AWS and Google Cloud Platform. As part of this work, he designed upgrade and deployment solutions. He also wrote monitoring and data correction services to allow self-maintenance and issue identification for optimal system performance. He wrote specs and managed the development process using best of breed applications (wiki, bug tracking, support, monitoring, etc.).In developing the product, determined best integration partners. Worked with Twilio to handle SMS and voice calls, integrated with customer-supplied SMPP gateway, SendGrid for email messaging, Firebase for crash reporting and push notifications and suite of Google APIs for geocoding, URL shortening and more.Negotiated and hired outside specialty consulting firms to supplement internal staff. Managed day to day activities of internal staff, provided technical guidance when needed. Determined best of breed applications for internal use (wiki, bug tracking, support, monitoring, etc.) Developed long-term technology and development strategy based on company’s business goals.

Responsible for all technical aspects of building, deploying and supporting the company’s mobile and web applications. Acted as liaison between outside design firm and management, wrote product and technical specifications, managed onsite and offsite engineering teams and architected server platform (test, stage, production). Designed a specialized ecommerce engine to handle customer payments and invoicing. Team leader for design collaboration with award-winning design firm and Apple leading to being featured on the front page of the App store.In developing the product, determined best integration partners. Worked with Twilio to handle SMS, AWS SES for email messaging, APNS/GCM push notifications, Recurly for payment processing and developed internal crash reporting system due to customer data security issues.

Created scenechronize – a production management system for the Entertainment industry. Developed business plan and sold to Clever Machine. Part of management team that planned the software architecture and development. Active participant in the sales process for all enterprise customers. Worked with customers to determine optimal customized solutions and then integrated solution into their work environment. Responsible for all aspects of training, support and product requirements. Researched new product areas with studios and networks.

Designed, developed, and implemented a music licensing software package. System included the ability to track song licensing requests from initial contact through negotiations, licensing, and royalty tracking.

Conceived, designed and launched enterprise-level XML-based content & e-commerce system. Developed market analysis research, product roadmap, product requirements, technical requirement, and functional specifications.Rebuilt engineering and IT support departments from scratch and determined long-term needs, creating budgets and working with management on approvals.

Conceptualized, researched, and managed the development of an enterprise-level audio content management and delivery system, a consumer-based audio compression and delivery application, and a Telephone-to-Internet voice recording application. Product was applied to e-commerce marketing and advertising for e-retailers and Internet advertising providers.Built and managed engineering, IT, and creative teams with fiscal responsibility of more than $3M annually. Responsibilities also included the management and direction of the R&D and product development teams.Developed initial company technology including four patents (1 approved) and worked as technologist with R&D to develop new technologies. Designed enhanced security technology to protect technology IP. Investigated technology licensing deals with hardware/software vendors.

Designed initial release of the Liquid Audio Music Network. Responsibilities included product requirement definition, technical architecture, e-commerce integration, engineering team management, and product launch. Worked with customers to gather product requirements and supported customer implementations.
