Serve as a principal program/fiscal representative in the planning, development, financial management, coordination, monitoring and evaluation of (80) contracted community-based, state and local providers with a cost center of $51 million across 16 states. Responsible for interpreting and providing guidance on the Senior Community Service Employment Program (SCSEP) Final Rule 20 CFR Part 641, September 1, 2010; Older Americans Act (OAA) Amendments, Public Law 109-365,42 United states Code 3056 et. seq. Present findings and recommendations based on analytical reviews of program and fiscal effectiveness to the Executive Management Team. Manage actual vs. projected grant expenditures Guide and advise grantees of responsibilities, requirements and grants management objectives during the life of the grant. Provide technical assistance via various modalities including: on-site interface; training modules; webinars; teleconferences and forecasting/planning tools. Develop training content as well as best practice materials and on-the-job resources for technical assistance to project staff in an effort to achieve performance goals negotiated with the Department of Labor. Coordinate with State and local policymakers, public workforce providers, national and state grantees to facilitate SCSEP delivery nationwide. Provided comprehensive technical, administrative, and management advice and guidance to three (3) program officers, one (1) administrative assistant and one (1) MIS specialist on activities related to HIV/AIDS. Responsible for the overall cradle to grave grants management of programs administered under the Baltimore Ryan White Part A Eligible Metropolitan Area (EMA) with a cost center of $17 million. Negotiated goals, outcomes, performance measures and budgets for 203 contract services among 54 service providers based on an internal/external grant review process. Developed grant announcements and oversaw the grant award process from RFP development to implementation. Interpreted federal regulations and national service standards to guide the development of program policy and service standards for the 26 service categories. Developed policy and procedural recommendations during the formulation of the policies and procedures manual for Baltimore EMA Service Delivery System in accordance to the 2006 reauthorized Ryan White Care Act.Provided technical assistance to Executive Directors, Project Directors, faculty and staff within higher education facilities, community based and health care organizations. Technical assistance included but was not limited to: succession planning, staffing and organizational development for community based and health care organizations. Planned, scheduled, and coordinated compliance and technical assistance site visits for (54) provider facilities in collaboration with the State AIDS Administration. Served as secondary grant writer for the Title I Baltimore EMA grant application which led to an overall 7% increase in Title I supplemental award.
