Ricardo is a Brazilian native. He relocated to Washington, DC in 2007 and joined the Organization of American States. His work at the OAS started by covering the political situation in countries in the Western Hemisphere such as Haiti and Guyana. During this period, he was the liaison between the country offices and local representatives. He visited Haiti with then OAS Secretary for Political Affairs and met with Haitian President Préval to discuss joint programs with the Dominican Republic to improve relations between the two countries. He also visited Guyana with the OAS Assistant Secretary General and met with representatives of the political parties to discuss on-going political crime in the country. He has also led the creation of social media content and attained high-profile media coverage to communicate key messaging and initiatives.Ricardo started his legal career at the Labor Court of Appeals – 13th District in João Pessoa, Paraiba, Brazil (Tribunal Regional do Trabalho -13º Regiao) as Chief of Staff of the Directorate-General. In this capacity, he advised the Directorate-General on legal matters related to labor and employment cases brought before the court. He also wrote numerous legal opinions, memoranda and service orders of the Directorate-General, and prepared legal reports for the Labor Court.
