The state of Wisconsin forced me to spend 26 months in Wisconsin prisons and eight years under the supervision of the Wisconsin Department of Corrections. My experience with the state’s punishment system inspired me to become a leader in the movement to dismantle this unjust system. Much of my work over the last 10 years focused on building the power of organizations led by people who have been directly impacted by the carceral system. Today, I serve as the Wisconsin Transformational Justice Campaign Coordinator at WISDOM. This campaign aims to advance racial justice, decarcerate Wisconsin, and redirect resources to build safer, stronger, and healthier communities. The campaign also strives to restore the rights of people with conviction records and shift narratives that dehumanize formerly incarcerated people.I founded and managed the #CLOSEmsdf Campaign, aimed at decarcerating Milwaukee, shuttering MSDF (Milwaukee Secure Detention Facility), and redirecting resources to build communities. This campaign produced the largest amount of decarceration in any adult Wisconsin prison in over 20 years.My efforts to build a movement to overhaul the carceral system produced national recognition. In 2017, I participated in JustLeadershipUSA’s prestigious Leading with Conviction™ (LwC) program. Leading with Conviction is a cohort-based, 12-month-long, advanced training opportunity for mid- to senior-level leaders who have a track record in advocacy, activism, and community organizing. JustLeadershipUSA, the Gamaliel Network’s National Transformational Justice Campaign, and Human Impact Partners’ Health Instead of Punishment Program provided me with opportunities to contribute greatly to building a national movement to overhaul the criminal legal system. Today, I serve as a member of three different national steering committees of these organizations. I have earned an M.S. in Urban Studies and an M.S. in Nonprofit Management & Leadership from the University of Wisconsin-Milwaukee.In 2016, I received the Distinguished Leadership Award from MICAH (Milwaukee Inner-city Congregations Allied for Hope) and a Certificate of Special Congressional Recognition from U.S. Congresswoman Gwen Moore for my outstanding and committed work to end mass incarceration.I have contributed my expertise on the penal system to numerous media outlets including USA Today, Wisconsin Public Radio, PBS, Milwaukee Journal Sentinel, the Capital Times, Truthout, the Daily Beast, and television stations in all of the major media markets in Wisconsin.Follow me on X @ricermark.

CPL was founded by a broad and diverse group of progressive leaders from around the country who saw crucial gaps in training, mentorship, coaching, and support for progressive campaign, organization, community, policy, and political leaders.CPL's programs focused on political leadership areas such as progressive philosophy, vision, and values; strategic and campaign planning; communications and messaging; fundraising; policy leadership; management; and core leadership skills.The Wisconsin Political Leaders Fellowship was a part-time leadership development program for a select group of organizational leaders, future candidates, community organizers, and progressive activists across the state. Project AssistantUniversity Of Wisconsin-Milwaukee Aug 2006 - May 2007Milwaukee, Wi, Us-Tracked population trends of African American teenagers in U.S. cities from 1890-2000.-Established a bibliography from which to design and to contextualize an historical study of African American teenagers in U.S. cities from 1890-2000.-Identified several state, county, and city historical archives that contained relevant documents.-My work assisted Professor Joe Austin with the creation of his project entitled "Preparing for the Great Incarceration: The Criminalization of African American Youth, 1940-1970". “Preparing for the Great Incarceration” presents a “pre-history” of the current GreatIncarceration (the disproportionate and rising rate of African Americans imprisoned) by situating it within a longer history of white fears of black crime, particularly the sensationalized reporting of African American criminal acts within U.S. newspapers.The project approaches questions of social justice surrounding this developmenthistorically by examining more than 20,000 news stories about African American youth that appeared on the front pages of eight major U.S. newspapers between 1940 and 1970.Showing that major newspaper reporting disproportionately “criminalized” African American youths during the three decades before 1970, it suggests that most U.S. citizens may have expected the Great Incarceration, and thus the rising rates of incarceration were comforting, even though they bore little to no relationship with the actual crime rates of the period.
