Las Cruces, New Mexico Area

Worked with New Mexico State Engineer, private land owners and 3rd Federal District court on Water Rights analysis to mediate adjudication issues on the Lower Rio Grande. Included in the sphere of this work was GIS mapping of property boundaries and Chain of Title research. This included proving and negotiating water rights claims by land owners with the New Mexico State Engineer's office by conducting and documenting the Prior Appropriation Beneficial Use initiation dates of the Water Rights claims and the acres of use associated with the volume of water ownership per claim.

The position as an Economic/Environmental Policy Analyst at New Mexico State University involved developing, initiating and conducting economic development impact statistical analysis to communities and industry sectors. Included in the sphere of this work was GIS research of habitat vegetation Infrared spectral identification, cartographic development, watershed hydrology rehabilitation, with related resource management evaluation and publications. This included developing National Environmental Policy Act (NEPA) educational power point and video media presentations, conducting instructional seminars on economic issues, water rights adjudicated mediation, and environmental policy impact studies for community based seminars. My research project management included field studies, Endangered Species Act (ESA) socioeconomic impact and legal research support for NMSU RITF scientists and New Mexico state and federal legislators. This included initiating, developing and conducting business sector and tax base inflow/outflow cost analysis research in resource industry economics.

- Designed, researched, developed laboratory protocol techniques and conducted de novo tissue regeneration studies involving Agrobacterium rhizogenes transformation applications on 9 chili varieties from 4 different species and Echinacea species. - Conducted support research on capsicum DNA code removal and blank code replacement on chili varieties for cosmetic and food industry red color replacement needs resulting from USFDA ban of Erythrosine dye (Red No. 3).- Conducted support research on onion drought tolerance regeneration for genetic engineering scientists.

Prior to my pursuit of an economic degree, I worked in all aspects of construction, equipment operation, machine fabrication and repair. From drafting and blueprint development to foundation design and construction to building erection of all material types to finished interiors and design, I have a full range of understanding and construction experience to professionally draw upon in my consulting work.
