RaS–2 provides consulting subject matter expertise from serving over 32 years in the US Navy Intelligence (active & reserve), senior GS-15 (32 years) as a federal government civil servant and 7 years working in industry. - Develop operational concepts, process improvement, operational efficiency and effectiveness, team building. - Experience areas: Developing operational concepts, Stealth, Counter UAVs, Cyberspace, Artificial Intelligence, Machine Learning & Big data analytics; Clean supply chain (Computer chips, Integrated circuits & Servers), worked on many weapon systems, Social media monitoring and exploitation, Advanced sensors, business development, operational concepts and operations.

Speaker and Chairperson for the “Unmanned Systems & Economic Effect" Panel. Was requested to speak / lead this panel by the Director of TechConnect. I obtained speaker / panel members with extensive background and experience, and provided a detailed description of how unmanned systems will proliferate throughout the world, change economies, drive massive amounts of information and data, create new jobs and industries across the U.S. and World.

Speaker and Chairperson for the “Countering the Unmanned Aerial Vehicle Threat" Panel. Established the panel, obtained speaker / panel members with the right background and experience, and provided a vision of the threat to the U.S. and World.

- Served as the lead for Special Operations Business Development, obtained $8.5M in first 90 days and aligned transition of the Defense Advanced Research Projects Agency Insight and Social Storm programs to the Joint Special Operations Command. - Developed technology transition strategies for several other programs. - Developed strategies to increase Cubic’s ability to receive funding on contracts. - Proposed new programs to increase offerings and reduce costs.

Senior Board Member, Senior Program Manager - 2011-2015: Established the USSOCOM Enterprise Worldwide Training & Exercise Program that changed the way Special Operations trained and deployed forces into combat. In just over three years the UEWTEP grew from $11M and 14 personnel to over a $87M and 260 personnel worldwide when manpower and budgets were reduced by 20%.- Served on senior boards for Strategic Planning, budgets ($13B POM) and served as the USSOCOM Rep to the OSD/Joint Staff Cyberspace (DoD Enterprise Cyber Range Environment).- Awarded Joint Meritorious Civilian Service Medal from CJCS.Training & Education (J7) Executive Assistant - 2010 – 2011: Promoted and reported directly to the J7 for strategic planning, budget over $100M, organizational structure, program oversight and other support. Mapped the entire J7 Directorate’s Title X Functions, UCP Responsibilities, Lines of Operation, Joint Mission Essential Tasks, Policy / Leadership, Operations, Major functions & activities that increased efficiency, reduced duplication and supported efficient & effective reorganization. Provided financial strategies that increased J7 budget every year.- JCTD Program Manager - 2007 – 2009: Established the Joint Web-Enabled Training & Rehearsal System JCTD, OSD Ranked 6 of 131 that integrated a $42M DARPA gaming technology for training and mission rehearsal was supported by OSD P&R and was the first training JCTD approved in over five years. Awarded 2nd Navy Meritorious Civilian Service AwardS&T Program Manager 2003 – 2007: Managed cost, schedule and performance of 12 Projects. A majority of these projects transitioned to programs of record. Received outstanding evaluations 04-07. Tech areas: M&S (gaming), fireproof material, language and culture, graphite foam, weapon suppressors and Space. Established a Special Operations Technology Infusion Cell that rapidly produced solutions to address warfighter needs, served on the Night Vision and Armor Protection WGs.

Enlisted in the Navy out of High School in 1979 as an E1 Intelligence Specialist and was promoted first round up to E7 / Navy Chief in 1990. Selected as an Limited Duty Officer in 1991, promoted to Lieutenant Commander before retiring in 2010. Provided program management support to the Special Operations Acquisition & Logistics Center (SOAL), Program Manager, Advanced Technology Directorate. Provided program management support to the SOAL Advanced Technology Directorate in the following areas: Communication Systems/Data Compression, Unattended Ground Sensors, Psychological Operations Broadcast Systems, Long Range Broadcasting Systems, Conducted Systems Analysis and Studies, Intelligence analysis of foreign weapon and defense systems, developed Special Operations Concept of Operations and Counter Terrorism Technologies.

I served as the USSOCOM Director of Security, Special Programs. Responsible for the establishment of the Special Access Program (SAP) Central Office, SAP Security management and oversight of all special programs at USSOCOM and the components. Assigned to HQ USSOCOM from Navy Special Programs, Washington, DC to establish the SAPCO. Served as the USSOCOM Director of Security, Special Programs responsible for the establishment of the Policies, Secure networks and the management and oversight of all special programs at USSOCOM and the components. Managed classified documentation bound for the Office of the Secretary of Defense, the military services, and other Government agencies. Served on various Command policy working groups.

Served as an Intelligence Analyst in the Intelligence Center on the USS America and served as a Soviet Submarine Analyst at Naval Intelligence Command, Suitland Maryland
