Leads a special purpose task force charged with developing and executing the Army’s Organic Industrial Base (OIB) 15-year Modernization Implementation Plan (MIP). As the director, accountable to the Commanding General, U.S. Army Material Command for the planning and resourcing of more than 1100 projects, valued at more than $16 billion. Coordinated and collaborated with the Office of the Assistant Secretary of the Army for Acquisitions, Logistics and Technology (ASA(ALT)) to create a comprehensive, holistic, 15-year modernization investment plan for the entire Army OIB comprised of 23 depots, arsenals and ammunition plants. • Identified Opportunities to secure $2.5B of additional funding above original Program Objective Memorandum (POM) total obligation authority.• Ensured the OIB modernization efforts are planned, programmed and budgeted through the Department of the Army and remains aligned with statutory, regulatory requirements and policy.• Coordinated directly with HQDA offices including the Director of Army Maintenance (G-44M), the ASA(ALT) and the Deputy Assistant Secretaries of the Army for Sustainment (DASA-S) and Plans, Programs and Resources (DASA-PPR), and the HQDA G-8 including the Army Budget Office (ABO) and Programs, Analysis and Evaluations (PA&E) as well as with OSD leaders from the office of the Deputy Assistant Secretary of Defense for Acquisition and Sustainment.

Coordinated and integrated the strategic objectives, goals and messaging of the Commanding General in the execution of command responsibilities of a 190,000 military, civilian and contractor personnel Army Command, comprised of 11 Major Subordinate Commands and Direct Reporting Units located in 50 States, 152 foreign countries, with an annual operating budget of over $53 billion. Managing Director for the Army’s Aviation and Missile Life-Cycle Management Command (AMCOM), responsible for the daily staff execution of an operational command of more than 18,000 soldiers, civilians and contractors charged with enabling sustainable materiel readiness of all Army Aviation and Missile units, with special focus on those forward-deployed across the globe in support of national security priorities. Guided the functional staff of 300 person staff of Soldiers, DoD Civilians and contractors through requirements development, contracting, supply chain and depot activities for aviation and missile systems. • Led the strategic planning, programming, execution, and oversight of $4 billion in appropriated funds and an Army Working Capital Fund in excess of $3.2 billion.

The senior executive leader responsible for the daily operations, long-range planning of a field-level maintenance and sustainment brigade-level command consisting of 300 Soldiers and Army Civilians and more than 3,900 contractors across 5 support contracts at 5 Army installations. Developed the effective organizational structure to provide the contract oversight, surveillance and the organizational maintenance manpower to sustain more than 620 Army and Air Force helicopters, 1200 artillery and air defense systems and all supporting equipment. - Managed a CL IX budget of more than $350 million, including the recovery of more than $100 million in reparable credit returns annually. - Right-sized the largest Aviation Supply Support Activity in the Army, with 6000 lines of materiel valued in excess of $54 million Directed- Managed the execution and oversight of the largest services contract in the Army, including the negotiation of contract deliverables and incentives, valued in excess of $550 million.

As a Seminar Leader and Associate Professor, charged to lead, train, coach, and mentor while providing the military subject instruction and education to a team of 17 joint, coalition and interagency officers enrolled in the Advanced Military Studies Program (AMSP) at the Army’s School for Advanced Military Studies (SAMS).

The Advanced Strategic Leadership Studies Program (ASLSP) (previously named the Advanced Operational Art Studies Fellowship (AOASF)) is a 24-month senior level course held at the School of Advanced Military Studies (SAMS), Fort Leavenworth, Kansas.2. This Senior Service College (War College) level course seminar at the SAMS has 8 US Army, 2 USAF, 1 USMC, 2 US Inter-agency reps and 3 international officers (usually from the United Kingdom, Canada, and Germany). 3. U.S. Army officers attend for two years; most other students 10 months. The US Army, international, and USMC officers remain a second year to serve as seminar leaders for the Advanced Military Studies Program (AMSP) conducted at the SAMS.4. This senior level course is designed to develop theater level senior leaders and general staff officers for positions of significant responsibility including strategic thinkers and planners at Combatant Commands, Joint Task Force (JTF), and other four star headquarters. During their first year, students are in a curriculum shaped by the Joint required learning areas for JPMEII accreditation. The curriculum provides a comprehensive, multifaceted focus at the theater-strategic level across the spectrum of Joint and land force operations—during peace, crisis, and war. 5. The individuals who remain a second year serve as seminar leaders responsible to provide the coaching, mentoring, counseling, and military subject instruction for the education of the majors in the Advanced Military Studies Program (AMSP).

Chief Aviation Logistics Officer and advisor to Pentagon Executives of the Department of the Army Logistics enterprise. Responsible for all Army Aviation maintenance policy, integrating plans from national to tactical levels to achieve and maintain the readiness of Army Aviation formations across the globe, including combat operations. Provided pragmatic counsel directly to the HQDA G4 as well as the G44M Maintenance Policy Director and Army Senior Leaders on Aviation sustainment. Coordinated extensively enterprise equities including HQDA G3, G8, ASA(ALT), USAACE and HQ AMC to ensure Aviation readiness and airworthiness.

The senior leader of an organization consisting of 700 personnel responsible for all supply warehousing and distribution, maintenance and signal support requirements of a 3,000 person Combat Aviation Brigade. Personally responsible for training, leading and maintaining an organization capable of responding to crisis scenarios anywhere in the world, including combat operations.
