Senior Contract Support to the Under Secretary of Defense for Research and Engineering (R&E) Trusted and Assured Microelectronics (T&AM) Program.

As Deputy Director, provided technical and policy recommendations to the ASD(NCB) and DASD(NM) on established bilateral and trilateral international programs of cooperation and international and domestic counter nuclear terrorism activities. • Represented the Department of Defense (DoD) at the ASD and DASD level interagency and bilateral technical and program planning meetings, to include White House-led Interagency Policy Coordination Meetings. • Ensured technologies and capabilities are matched to DoD strategy and relevant to operational concepts. • Worked with OSD partners (Policy, Intel, R&E, Joint Staff) maintaining common Departmental voice and informing Combatant Command posture. • Worked with Services during requirements validation and capability development cycles.

Led team support to the Office of Nuclear Safety, Security and Response (ONSSR) within the Office of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological/Nuclear Matters (OASD (NCB/NM)) and provides technical and analytical support on a wide range of actions to the (NM) office on nuclear weapons security-related issues. Drafted coordinated, implemented, and interpreted nuclear surety-related policy; served as the primary contractor supporting NM nuclear security efforts in Europe; supports OASD (NCB) in his role as the NATO High Level Group (HLG) Vice-Chairman for Safety, Security, and Survivability; participates in NATO's Joint Theatre Surety Management Group (JTSMG), closely interacting with U.S. European Command (USEUCOM), U.S. Air Forces in Europe (USAFE), and NATO Nations to progress nuclear surety efforts; continually worked with Interagency partners and the Intelligence Community (IC) to synchronize security efforts across the U.S. nuclear enterprise; assisted the Security Policy Verification Committee (SPVC) Chairman with preparation and execution of Biennial Executive Sessions and management of open action items; collaborated with Defense Threat Reduction Agency (DTRA) planners on Mighty Guardian out of cycle testing and exercises, policy guidance and interpretation, and modeling and simulation; provided inputs to annual reporting to Congress and the President; and conducted analysis and prepares staff products and briefings pertaining to Annual Nuclear Security Risk Assessments, Deviation Reports, and Personnel Reliability Assurance Program (PRAP) Report.

Served as USSTRATCOM SME on all issues related to Nuclear Weapons Security and primary liaison between US Navy Strategic Systems Programs (SSP), US Air Force/Air Force Global Strike Command and USSTRATCOM/J34.- Principle contributor for all Navy/Air Force nuclear weapons issues and provides back-up for other security related matters.- Developed, published, evaluated, refined, and updated PhySec requirements, Commander's Critical Information Requirements (CCIRs) and Defense Readiness Reporting System (DRRS) related to nuclear weapons matters.- Developed and executed staff training and security forces in-service training on PhySec topics. - Served as a USSTRATCOM/J34 representative to the Nuclear Enterprise Board (NEB), Security Policy Verification Committee (SPVC), DoD-wide Nuclear Weapons Security Conference, Mission Readiness Review Board (MRRB) and Deterrence Readiness Review Board (DRRB).- Analyzed inspection and exercise reports and reviewed/coordinated security deviation/waiver requests from nuclear forces to identify and addressed trends and compilations of any vulnerabilities.-Ensured nuclear task forces and other assigned organizations provided required up-channel information and status through DRRS and analyzes data for potential vulnerabilities and opportunities to advocate for solutions.- Prepared Flag-level position papers and correspondence on all issues related to Nuclear Weapons Security.- Advised CDRUSSTRATCOM and Deputy Director for Nuclear Operations on Nuclear Security issues, vulnerabilities and recommend mitigation/remediation courses of action.

Planned, organized and supervised all physical security programs, training and related activities for U.S. Strategic Command assets/forces for which duties included:- Leadership – Planned, organized and supervised all physical security programs, training and related activities for U.S. Strategic Command assets/forces and instrumental in the development of Physical Security policies for U.S. Strategic Command, Task Forces and Joint Functional Component Commands.- Management - Developed and executed physical security and policies for Integrated Missile Defense and Ballistic Missile Defense Systems.- Technical Expertise - Authored critical inputs for Secretary of Defense Security manuals, new Strategic Command instructions on physical security for missile defense and nuclear command and control assets.

Operated and provided management oversight to maximum and minimum security detainee camps in accordance with governing regulations and instructions. Made staffing assignments, initiated security and corrections programs; established a system of incentives and privileges; imposed punitive and administrative disciplinary measures; directed indoctrination, motivation and restoration programs. Specific responsibilities included:- Leadership - Directly responsible for over 250 personnel in the safe and humane treatment of over 170 detainees for four of eight detainee camps.- Management - Responsible for all battalion operations; supervised receipt, custody and release of detainees and oversight of all camps, as well as, completing hands-on tasks to improve morale and role-model behavior.- Technical Expertise - Interfaced with FBI, State Department officials and others involved with politically-charged situations.

Provided specific policy, planning guidance, requirements and oversight for four Navy divisions and four Marine platoons, Harbor Security Boats (HSBs), and security-related equipment for waterfront restricted areas, nuclear weapons convoys and nuclear weapons storage areas for the protection of national strategic assets. Participated in DoD nuclear weapons specific security exercises and Nuclear Weapons Security DoD conferences. Specific responsibilities included:As Division Commander:- Leadership - Supervised 75 Master at Arms security personnel responsible for the security of national strategic assets under the cognizance of Strategic Weapons Facility Pacific.- Management - Coordinated up to 300 Sailors and Marines in three areas of responsibility for security during transport, on-load, off-load and storage of assets.- Technical Expertise - Led efforts related to guarding nuclear weapons on convoy routes, at waterfront and while stored at facility. As Guard Officer, responsible for four Navy divisions and four Marine platoons in the policy and protection of national strategic assets. Specific responsibilities included:- Leadership – Led 700 Marines and Sailors in the successful execution of all tactics, procedures and requisite training.- Management - Re-wrote all procedures and set new requirements for each area which impacted performance review process for all personnel; significantly improved combat readiness.- Technical Expertise - Received highest possible assessment/review during Nuclear Technical Proficiency Inspection from Department of Defense security inspectors; hand-picked to host team of Strategic Arms Reduction Treaty (START) Russian inspectors after completing comprehensive auditing course.

Served as a technical manager in the legal field, specializing in the administration of legal services; advised and assisted Commanding Officers in matters pertaining to military and civilian law and the administration of justice; directed and conducted investigations; drafted charges; made recommendations concerning forum selection for disposition of offenses; served as trial counsel (prosecutor) and conducted prosecutions of personnel brought to trial by special courts-martial; prepared records of proceedings and post trial actions, acted as summary courts-martial officer; acted as recorder for administrative discharge boards and supervised personnel performing legal duties; performed paralegal functions, including claims, civilian personnel matters, and financial and budgetary matters; provided legal research and legal assistance; planned and managed the employment of equipment and legal manpower. Specific responsibilities included: - Leadership – Served as the Department Head for all legal matters and provided sage legal advice to the Commanding Officer on issues relating to 130 staff members and over 5,000 students.- Management – Managed the command's legal department and improved the process action for 15 programs recognized during the 2004 Type Commander (TYCOM) directed mission capabilities assessment.- Technical Expertise - Applied for officer commission; selected as top three candidates from a pool of 495 applicants, after earning seven promotions during enlisted service.

Served as an Instructor responsible for delivering lectures, employing effective questioning, chalkboard, and computerized communication techniques; delivering instruction employing demonstrative strategies; utilizing various types of instructional media; demonstrating knowledge of instructor guides, workbooks, computerized reporting systems, evaluation, and participant materials; and developing learning outcomes and objectives. Specifically, taught Anti-Terrorism, Force Protection and Basic Law Enforcement for military police officers, as well as, courses in security, corrections, military law for over 5,000 Joint Services/International students. Specific responsibilities included:- Leadership – Mentored more than 500 non-prior service personnel.- Management – Served as the course curriculum manager for all military/legal courses creating lesson plans and instructional strategies; selection of visual aids/teaching skills; development of behavioral objectives; preparation of test items; evaluation of instructional materials and the results of instruction. Presented material clearly, interacted with audience members at all levels including prospective Commanding Officers, regional security officers and other staff officers.- Technical Expertise - Earned Master Training Specialist (MTS) designation after demonstrating highly effective teaching skills and served as the Navy Ambassador and Navy Representative for 12 major Naval Commands in the Central Texas area representing the Navy at 37 major public events and reaching an estimated live and televised audience of 2 million people. Nominated as the Chief of Naval Operations Shore “Sailor of the Year”; chosen as one of four finalists among 45,000 eligible personnel throughout the entire U.S. Navy.
