Mr. Partlow is providing Agency Construction Management services for the Prince George’s County Public Schools system’s (PGCPS) Fairmont Heights Senior High School. Responsible for construction phase project management of this $79.5 million, 188,203 sf replacement school. This project will include a state-of-the-art educational facility to support the Secondary School Reform initiative which will include an Academy of Environmental Studies, Academy of Informational Technology, Academy of Performing Arts, Wellness Center, Special Education, ESOL, and other educational programs. This project includes a 3,000 sq. ft. for Cooperative Use Space (Health Suite with Wellness Center and increased size of theatre). These three programs have an aggregate program budget of $29M, consisting of repairs to well over 100 separate schools. The systemic and Aging Schools programs consist of general repairs to school interiors; parking lot and playground upgrades; replacement of original classroom unit ventilators with new high efficiency unit ventilators with DDC controls; existing chiller with a new high efficiency CFC free units with connections to the existing PGCPS building energy management system; existing boilers with new energy efficient boilers, boiler feed pumps, and domestic hot and heating water system; and the full replacement of existing built-up roof system with new. Limited asbestos abatement is required for many of the program projects. The capital improvement projects are for new school construction with total project budget of $115M. All of these projects are or will be released for bids to multiple contractors and are progressed on individual timelines.

    Reported directly to the Integrated Project Office Design Manager, providing the USACE support during the on-going development of the Fort Belvoir Community Hospital design. This required coordination between the A/E, the Contractor, and USACE as they work in a collaborative manner to design and build the new $900M hospital facility. His involvement included review of RFI's, submittals, clarifications and interpretations, and cost request proposals, and as-built conditions for concurrence with the IDBB RFP. His responsibilities included participation in On Board Review (OBR) for the nine major design packages of the project to bring together the project's major stakeholders for comment on the Issued for Construction design packages, prior to their issuance to the Contractor for pricing and bid package development. Resulting in Issued for Construction bid packages which were reviewed by the project architect to ensure compliance with comments. This included attending weekly BIM review meetings to discuss coordination of trade packages in 3D, utilizing intelligent objects for automated collision detection for final field construction. On-going duties included continued involvement in BIM review and collision resolutions meetings, participating in sustainability review meetings to assure compliance with the project's goal in Leadership in Energy and Environmental Design (LEED) to assure a sustainable Design with Optimize Energy Performance, interfacing with the Main Base Infrastructure Project Manager to coordinate the hospital's infrastructure work as it intersects with Base infrastructure projects, and continued support in the on-going CQA process.

Provided project management services for the design phase of a new $11 million design/ build District 4 Headquarters Building located in Timonium, Maryland. The project consists of sitework, a 30,800 sf new two-story office building, a 1,500 gsf pre-engineered heated storage building, and a fueling facility and canopy. Responsibilities include coordination of the efforts of the design/build team in conjunction with the client user group and MSHA Office of Facilities Management. Responsible for design coordination including FFE selection and procurement, budget control, and project schedule through the Construction Document Phase of the project. Germantown Library, Montgomery County DPW&T, Montgomery County, MD - Project Manager. Responsible for construction phase project management of this $19.5 million, 44,193 sf two-story library with a mezzanine. The project includes two meeting rooms, adult area, children’s area, young adult area, quiet study rooms, tutor rooms, staff area, lobby/circulation, and other support areas and facilities. Mr. Partlow used Expedition to record, store and allow for easy retrieval all information pertaining to the technical, schedule, and administrative aspects of the project. Every aspect of monitoring the project – from schedule, submittals, costs, issues, photographs, change orders, RFI’s, claims and other issues – was reported on a monthly basis in an executive report to the Owner.

    The Weinberg Building, University of Maryland Medical System – Project Manager. UMMS completed a new 360,000 gsf hospital in 2005. The project was fast tracked using an At Risk CM with a GMP. With a construction cost over $120 million and project cost over $250 million, the Weinberg Building is a primary care hospital housing the Adult and Pediatric Emergency Departments, 16 new state-of-the-art operating rooms, Diagnostic Imaging Department, Women's and Children's Services and contains support functions and public areas which are consistent with the aesthetics and functionality of the existing downtown campus. Mr. Partlow lead a team assembling the various contract documents, architect’s supplemental instructions, requests for information and change orders into a coordinated set of documents and assisted with the research and analysis of numerous change orders and claims on this project.C. Burr Artz Library Expansion and Renovation, Frederick, MD - Project Manager. An $8.5 million renovation and expansion of an existing library facility located in downtown Frederick, MD. As the construction manager for this approx. 65,000sf Library facility, provided owner representative services through project completion and managed inspection staff. Coordinated efforts of the A/E design team in conjunction with the general contractor to the client user group. Responsible for project schedule, budget, and quality control; to include the review, negotiation, and final resolution of contract change orders and contractor claims.
