About Richard Corney

I am a highly versatile delivery focused Programme Manager and Project Manager with significant experience of delivering IT Infrastructure, IT Software Development and Business Change projects. I have delivered projects in the Public Sector; Local Government, Health and Social Care for over 15 years and the Private Sector; Financial Services, Banking, Insurance, Retail, Logistics, Telecommunications and IT Services for over 17 years.I have delivered a wide range of IT solutions including Health and Social Care Integration, Social Care Case Management, Transactional Websites, Customer Relationship Management (CRM), Geographic Information System (GIS), Finance, Performance Management, Retail Management and Insurance systems. The expected total value of the contract was in the region of £100 million. The programme represented the largest implementation of NHS Digital’s Health and Social Care Network (HSCN) and the Public Services Network (PSN) in the country. I represented over 60 public sector organisations including 39 health organisations, 15 local authorities, 4 police forces, 3 universities and 2 combined authorities that made up the Yorkshire and Humber Public Services Network (YHPSN).Tasks included• Establishment of the programme and associated governance• Gaining buy-in from the 60 different public sector organisations through engagement with senior stakeholders and decision makers typically at Chief Information Officer level• Requirements capture in relation to technical, cyber security and service management requirements • Establishment of the procurement team including representatives from NHS Digital, the Cabinet Office and legal support from the law firm, DLA Piper• Development of the procurement approach alongside NHS Digital colleagues• Working alongside the legal team in order to ensure that YHPSN’s requirements were captured within the contract documents• Working alongside NHS Digital and legal colleagues to deliver the procurement which operated under European Procurement Regulations and followed the process for a Negotiated Procedure I also had the responsibility for establishing an Intelligent Client team that would support the contract on behalf of YHPSN once procurement was concluded. This team of permanent employees would replace the team of contract staff that I was a part of and also managed.
