Richard Dobrich is a Strategy focused Senior Executive with over 40 years of dynamic experience at the Policy, Strategic, Operational, and Tactical levels across governmental departments as well as Energy and Critical Infrastructure sectors. He retired after three decades of service with the U.S. Department of Justice/ U.S. Drug Enforcement Administration (DEA) as a member of the Department’s Senior Executive Service (SES). Following his government career, he joined ExxonMobil as the corporation’s High Threat Global Security Advisor. He is an internationally recognized leader in the doctrines of Security Risk Assessments that comply with DHS Interagency Standards Committee (ISC) and International Ship and Port Facility (ISPS) standards and methods, Physical Security, Security Engineering and Monitoring, Counterintelligence and Human-Intelligence methods, Terrorist & Criminal targeting tactics and procedures, and Continuity of Operations. He is a recognized Highly Qualified Executive leader responsible for developing and managing programs in the areas of risk assessments, kidnap/ransom/extortion (KRE) response, crisis management, counter narcotics, personnel recovery, counter threat finance, PAI, training, exercise development, and building partner nation capacity.Rich retired from the Drug Enforcement Administration (DEA) in 2018 after three decades of service having attained the rank of Senior Executive Service (SES). Rich served as the SES Andean Regional Director (Bogota) and Deputy Chief of Operations (HQs) with responsibilities including: developing policy, oversight, and implementation of DEA’s strategy to combat transnational criminal organizations. He was responsible for synchronization of policy and management oversight of liaison between DEA and The White House - Office of National Drug Control Policy, Department of State, Department of Defense and Geographic Combatant Commands, Central Intelligence Agency, INTERPOL, and The Interdiction Committee. He was responsible for quality assurance, training doctrine and curriculum, standard operating procedures & policy, and budget for DEA’s foreign vetted units. Rich has managed + 100M budgets and supervised +200 employees and has proven expertise in coalition building and internal team building with an emphasis on unambiguous integrity, impeccable ethics, and integrated solutions to complex issues.
