Operations Manager - Located in the heart of the western Eagle Ford Shale play, LNV Frac Water Operating was to receive oil well drilling and production wastewater in order to generate oil concentrate, residual solids and clean water for reuse, as a green alternative to deep well injection and landfilling. My role was to hire, train and develop competent motivated staff and to manage all aspects of this venture. The project never started up. Nevertheless, I developed a complete set of Standard Operating Procedures and O&M manuals for the project including: manifests to monitor all material logistics; detailed process descriptions; process sampling, monitoring & control; a complete 24-hour, three-shift staffing plan and full first year O&M budget of $5.7M.

Responsible for the delivery, maintenance and improvements to the Broadway and Allison wastewater treatment infrastructure, as well as the Pretreatment Program. I manage these separate operations that treat collected wastewater for the downtown area and the northwestern areas of Corpus Christi. The plants are 8 and 5 MGD capacity, and the Pretreatment program covers 10 Significant Industrial Users as well as 630 restaurants. The Broadway plant is nearing completion of a $54M upgrade that completely replaced the prior facility. This transition and commissioning was without permit excursion. The outfalls are the Corpus Christi Bay and Nueces River and have strict effluent quality limitations, including Biomonitoring. I report to the Assistant Director of Treatment for both Water & Wastewater, and have a staff of 34. I am responsible for planning the activities of the operations staff; monitoring all activities including scheduling, manual and computerized records. I have been integral in preparing our response for EPA/DOJ Consent Decree negotiations regarding our Fats Oils and Grease management program, as well as the compliance issues with our other four wastewater treatment plants.

Water Authority- Cayman, provides desalinated drinking water to most of the island and wastewater collection to the tourist area community near Seven Mile Beach, Grand Cayman.Senior Engineering Manager, Operations - Responsible for the delivery, maintenance and improvements to the Cayman Water Authority public water supply and wastewater infrastructure. I managed the operational division. The water system consists of three reverse osmosis desalinization plants, eight reservoirs, four pumping stations, 325 km of pipelines which serve 14,000 connections. The wastewater system has 25km of collection, 300 connections (hotels and commercial) and a 9,500 m3/day sequencing batch reactor WWTP. I reported to the Deputy Director, and had an annual budget of $8 million, and a staff of 35. Responsible for planning the activities of the operational division for the short, medium and long term; monitoring all activities including manual and computerized records, and conversion of SCADA records into monthly and annual reports. I developed a number of Standard Operating Procedures, which the Authority lacked. These included confined space entry, reservoir inspection, cathodic protection system testing and verification. I was responsible for replacing and upgrading water mains in congested narrow streets, and rehabilitating leaking reservoirs.

Lakeway Municipal Utility District provides drinking water, wastewater collection and water recycling services to a community of over 10,000 on the banks of Lake Travis, just west of Austin, Texas.General Manager - At Lakeway MUD I gained experience with the management, financial and customer service aspects of water utilities. I was sufficiently challenged and enticed to stay many years. In the early years, I brought the District out of a state of continual non-compliance with Texas Commission on Environmental Quality (TCEQ) regulations. To accomplish this required strategic planning with community officials. I developed a land use plan, a facilities plan, and long term capital improvements plan. I promoted and held successful Bond Elections in 1998 and 2007 for $11M and $13.3M, and saw this effort come to fruition with the finest facilities in the area. I managed a long series of capital projects from $1.1 to $3.5M each. One of several TCEQ permits I obtained demonstrates innovative disposition of reuse water on cedar tree canopies. This became a locally controversial contested case hearing at the TCEQ and was successfully defended. During the debate, I organized and led public meetings on the efficacy of the project. I obtained the first residential water reuse permit in Texas, which evolved into a substantial reuse program, recycling 100% of Lakeway’s wastewater. I garnered community acceptance and support for reuse. I also developed a sophisticated system to get information and control into the hands of my operations staff.
