  Richard’s regulatory work with the ATC encompasses all phases of alcohol beverage licensing and enforcement. His experience in the hospitality industry includes:- A deep knowledge of local and state statutes, rules and regulations pertaining to alcohol beverage licensing and compliance.- A working relationship with state and local personnel and agents that regulate the hospitality and alcohol beverage industry, including hotels, restaurants, convenience and retail stores.- Experience in representing clients at hearings before the Louisiana Office of Alcohol and Tobacco Control and local alcohol beverage offices. He has also represented clients before the Board of Contractors, Department of Insurance, Department of Agriculture, Board of Pharmacy and Gaming Control Board in Louisiana and Mississippi among others.Richard has represented insurers, automobile manufacturers, gaming companies and consumer data companies on legislative or other governmental issues.Richard assists insurers with licensing, compliance, ratemaking, complaint matters at the Department of Insurance and litigation involving insurance related bad faith issues. His practice also includes public procurement protests and related litigation. Richard received his J.D. from Louisiana State University Law Center in 1990. He is admitted to practice in the State and Federal Courts of Louisiana and Mississippi and the United States Supreme Court. He is a member of the Mississippi and Louisiana State Bar Associations, the National Conference of State Liquor Administrators, the Academy of Hospitality Industry Attorneys, National Association of Licensing and Compliance Professionals, Alliance of Alcohol Industry Attorneys and Consultants, Louisiana Oil Marketers & Convenience Store Association and the National Association of Alcoholic Beverage Licensing Attorneys..
