Support the VA EHRM Integration Office (EHRM-IO), which participates in the upgrade of VA health record systems. Provide document preparation and editing of, and communication support for, Interface Control Documents (ICDs) for the EHRM program. Ensure that ICDs meet editorial and government specifications and adhere to standards for quality, graphics, coverage, format and style, to include Section 508 compliance. Collaborate with ICD analysts, subject matter experts, and other key individuals in coordinating/preparing all versions of ICDs. Coordinate with other ICD Tech Writers to distribute the ICD review workload evenly and minimize process bottlenecks. Work to continuously improve both the quality of the ICDs as well as the review process, and propose suggestions to leadership to that end as appropriate.

Served as Technical Editor supporting the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) Program Management Office (PMO) located in the National Capital Region (NCR). Provide technical editing, document preparation, and communication support and coordination consistent with VA, Cerner Corporation, and Leidos practices, for the development and production of project deliverables, work products, and other documentation for the EHRM project. Maintain configuration management of in-process and completed deliverables in the Leidos SharePoint/Vector, Cerner Desktop, or VA SharePoint as appropriate to the specific deliverable. Ensure that documents align with pre-determined formatting and content; manage and report status for both new issue and resubmissions including maintaining comprehensive repository of all customer comments for each deliverable; alert authors of deliverable lifecycle via pre-established communication routes; coordinate deliverables in final stages with White Glove (QA/QC) for 508 compliance and template validation; assist authors, as needed, with formatting and readability; in case of resubmissions, responsible for coding Cerner responses to customer comments for general tracking and maintaining master list of all comments per deliverable.

Served as a member of the technical publications team on the GSA CAMEO Program. Prepare program-, project- and system-level deliverables and submit to the customer in compliance with the CAMEO Task Order. Support the risk management function by documenting and tracking risks and opportunities in the program risk register. Create presentations, process diagrams, and templates. Prepare templates for, solicit and coordinate inputs to, and deliver all monthly status reports (MSRs) for the Program. Scribe minutes for a number of customer-facing project status and management meetings.

Served as a technical writer on the GSA FAME (later CAMEO) Program. As a member of the FAME Technical Publications (Tech Pubs) Team, I support all of the various task orders within the FAME program. I assist program managers, project managers, requirements analysts, software architects and developers in developing system lifecycle documentation for the various systems developed and maintained under the FAME program. In addition, I assist in developing guidance and standards for the Tech Pubs team, I prepare weekly status reports for some FAME task orders, I scribe minutes for a number of customer-facing project status and management meetings, and have performed requirements gathering and analysis for a system supported by the BI&EIM Division support team (am using HP ALM to capture and track these requirements).

As a contractor on the General Services Administration (GSA) Federal Acquisition Service (FAS) Application Maintenance and Enhancement (FAME) Program, served as lead technical writer supporting the Business Intelligence and Enterprise-Wide Information Management (BI&EIM) Division within the FAS Office of the Chief Information Officer. Assisted FAME program managers, project managers, requirements analysts, software architects and developers in developing system lifecycle documentation, to include: concepts of operations, draft business cases, project management plans, functional requirements documents, system design documents, configuration management plans and test plans. Disseminated guidance and standards for FAME documentation to Division staff. Transcribed minutes of various project status and management meetings in support of the FAME program. Supervised two other technical writers to coordinate documentation support for the Division, and captured metrics to quantitatively measure the performance of my team in providing such support.

In support of the Cryptologic and Electronic Analysis Unit (CEAU) of the Federal Bureau of Investigation (FBI) in Quantico, VA, prepared documentation to support certification and accreditation (C&A) of their information systems. This documentation, which was prepared in accordance with the FBI Certification and Accreditation Handbook (which in turn draws upon NIST and DOJ standard and guidelines, as well as various Executive Orders regarding information security), comprised system security plans, contingency plans, functional requirements and concept of operations documents.Worked with a team within CEAU that was responsible for the analysis of electronics contained in Improvised Explosive Devices (IEDs) recovered by Coalition forces in Iraq and Afghanistan. Reviewed reports issued by this team for coherence, structure and comprehensibility by an audience with minimal technical background, and suggested changes as appropriate. In this capacity, also gained experience using Adobe Acrobat (version 6.0), which was used to press the final reports to Portable Document Format (PDF) for dissemination.Supported another team within CEAU that performed high-level analysis of commercially and publicly available encryption and stenographic software. In this capacity, documented basic information about each software product, and conducted “black box” analyses of input and output data used to test each product. I combined this material with that provided from the software engineers (which was often classified) to product the final reports.

In support of the U.S. Army Total Army Distance Learning Program (TADLP) Program Management Office (located in Fort Monroe, VA), developed an integration test plan for the TADLP, a worldwide system of interconnected classrooms linking Army service schools with the Army personnel in the field through public telecommunications networks.In support of the Tactical Operations Unit (TOU) of the FBI in Quantico, VA, prepared certification and accreditation (C&A) documentation for their information systems, which comprised security plans, risk analyses, contingency plans and security procedures.In support of the Economic Directorate of the Census Bureau, developed test plans for two projects: 1) the Economic Census Data Dissemination System, an internal Bureau system designed to extract data from core Census databases and render it into formats for integration into electronic products, such as the Economic Census CD-ROM, and 2) the user interface for the 1997 Economic Census CD-ROM itself. The latter test plan included recommendations for automated testing and bug-tracking software.In support of the National Conference of Catholic Bishops, conducted requirements gathering sessions with various committees and departments to ascertain requirements for Internet connectivity to their enterprise local area network (LAN); provided a requirements definition document codifying these requirements, and followed up with a proposed network architecture that included a bandwidth and staffing analysis, as well as required hardware and software, and an implementation plan to carry out the proposed Internet implementation.In support of the U.S. Information Agency, developed a comprehensive test plan to evaluate network performance of several types of enterprise-wide applications over a worldwide X.25 packet-switched data network, which interconnected USIA Headquarters and selected remote post sites.

In support of the Mission Operations and Data Systems Directorate (MO&DSD) of National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) in Greenbelt, MD, developed an operations concept document to reflect the state of NASA ground network stations as they were re-engineered and automated in support of Space Shuttle missions as well as of other spacecraft. Conducted technology trend surveys in support of MO&DSD studies for tracking and data acquisition support to small low-earth-orbiting (LEO) satellites. Researched trends in increasing densities for on-board data storage (MB/kg); also examined trade-offs between the use of higher-capacity spacecraft-to-ground terminal links and the requirement for more ground stations required to satisfy a desired total daily downlink rate (MB/day).Developed system requirements documentation for the LAN upgrade and automation project in the Network Control Center (NCC) under MO&DSD. The NCC was a collection of controller consoles and specialized processing equipment that gathered data from the TDRSS ground terminals and customers (e.g. universities and research organizations) and issued direction to TDRSS for support to these customers. The NCC LAN was a secure, physically dual-redundant Ethernet network that was upgraded from twisted-pair copper to fiber optic cable, and provided for automated re-configuration (via a separate control LAN) for a wide variety of support scenarios.

As a graduate engineering student at George Washington University, hired as a co-op employee for the NASA Headquarters Information Technology Division. Aided in the implementation of the NASA Headquarters Communications Network (HCN) in the new NASA Headquarters building. Wrote specifications for computer network equipment (e.g. Ethernet concentrators, bridges, routers, etc.) to be procured for the HCN; have designed floor subnetwork layouts for efficient network segmentation and allocation of network resources; pulled, terminated and tested twisted-pair copper cabling for use in 10Base-T local area network (LAN) topologies; fabricated cross-connect patch cables for HCN communications closets; terminated, polished and tested multimode fiber-optic cable for use in the HCN backbone; and supervised a group of three undergraduate co-op students on this project.

In support of the U.S. Marine Corps Research, Development and Acquisition Command (MCRDAC) in Quantico, VA, provided integrated logistics support (ILS) for the Sensor Monitoring Central AN/USQ-66A and Communications Data Analysis Central AN/TYQ-21A programs. Responsibilities included review and development of ILS and provisioning documentation (e.g. technical manuals, components lists, etc.); maintenance of ILS databases, performance of engineering analyses, and development of illustrations and drawings for ILS documentation.

In support of MCRDAC, served as lead engineer on the Tactical Remote Sensor System (TRSS) Phase III configuration baseline project. In this capacity, supervised the efforts of several junior engineers who reviewed over 12,000 engineering drawings, numerous technical manuals and several thousand pages of acquisition documentation in order to identify the baseline for TRSS III equipment. The establishment of this baseline led to the development of component-level and repair parts lists, as well as the cataloging of several hardware items in the Department of Defense supply system. In the course of this project, I became familiar with the DOD logistics process, as well as several important military standards and reference documents (e.g. MIL-STD-1388-2A).

In support of MCRDAC, edited the technical manuals for the AN/GRC-201 microwave radio set, incorporating changes suggested by Marine Corps field maintenance personnel, as well as changes cited during trips made to various Marine Corps installations where this equipment was deployed. Helped to conduct in-process reviews for the customer, during which I gave presentations on the progress of the rewrite project. Also attended the validation of the rewritten manuals, during which we observed Marine Corps personnel as they conducted step-by-step maintenance and troubleshooting procedures as delineated in the manuals.
