This documentation, which was prepared in accordance with the FBI Certification and Accreditation Handbook (which in turn draws upon NIST and DOJ standard and guidelines, as well as various Executive Orders regarding information security), comprised system security plans, contingency plans, functional requirements and concept of operations documents.Worked with a team within CEAU that was responsible for the analysis of electronics contained in Improvised Explosive Devices (IEDs) recovered by Coalition forces in Iraq and Afghanistan. Reviewed reports issued by this team for coherence, structure and comprehensibility by an audience with minimal technical background, and suggested changes as appropriate. In this capacity, also gained experience using Adobe Acrobat (version 6.0), which was used to press the final reports to Portable Document Format (PDF) for dissemination.Supported another team within CEAU that performed high-level analysis of commercially and publicly available encryption and stenographic software. In this capacity, documented basic information about each software product, and conducted “black box” analyses of input and output data used to test each product. I combined this material with that provided from the software engineers (which was often classified) to product the final reports.

Systems AnalystAdvanced Engineering And Research Associates Nov 1995 - Oct 1999In support of the U.S. Army Total Army Distance Learning Program (TADLP) Program Management Office (located in Fort Monroe, VA), developed an integration test plan for the TADLP, a worldwide system of interconnected classrooms linking Army service schools with the Army personnel in the field through public telecommunications networks.In support of the Tactical Operations Unit (TOU) of the FBI in Quantico, VA, prepared certification and accreditation (C&A) documentation for their information systems, which comprised security plans, risk analyses, contingency plans and security procedures.In support of the Economic Directorate of the Census Bureau, developed test plans for two projects: 1) the Economic Census Data Dissemination System, an internal Bureau system designed to extract data from core Census databases and render it into formats for integration into electronic products, such as the Economic Census CD-ROM, and 2) the user interface for the 1997 Economic Census CD-ROM itself. EngineerAdvanced Engineering And Research Associates Feb 1993 - Nov 1995In support of the Mission Operations and Data Systems Directorate (MO&DSD) of National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) in Greenbelt, MD, developed an operations concept document to reflect the state of NASA ground network stations as they were re-engineered and automated in support of Space Shuttle missions as well as of other spacecraft. Conducted technology trend surveys in support of MO&DSD studies for tracking and data acquisition support to small low-earth-orbiting (LEO) satellites. Researched trends in increasing densities for on-board data storage (MB/kg); also examined trade-offs between the use of higher-capacity spacecraft-to-ground terminal links and the requirement for more ground stations required to satisfy a desired total daily downlink rate (MB/day).Developed system requirements documentation for the LAN upgrade and automation project in the Network Control Center (NCC) under MO&DSD. The NCC was a collection of controller consoles and specialized processing equipment that gathered data from the TDRSS ground terminals and customers (e.g. universities and research organizations) and issued direction to TDRSS for support to these customers. The NCC LAN was a secure, physically dual-redundant Ethernet network that was upgraded from twisted-pair copper to fiber optic cable, and provided for automated re-configuration (via a separate control LAN) for a wide variety of support scenarios.

EngineerColumbia Research Corporation Aug 1987 - Aug 1990In support of MCRDAC, served as lead engineer on the Tactical Remote Sensor System (TRSS) Phase III configuration baseline project. In this capacity, supervised the efforts of several junior engineers who reviewed over 12,000 engineering drawings, numerous technical manuals and several thousand pages of acquisition documentation in order to identify the baseline for TRSS III equipment. The establishment of this baseline led to the development of component-level and repair parts lists, as well as the cataloging of several hardware items in the Department of Defense supply system. In the course of this project, I became familiar with the DOD logistics process, as well as several important military standards and reference documents (e.g. MIL-STD-1388-2A).

EngineerColumbia Research Corporation Sep 1986 - Aug 1987In support of MCRDAC, edited the technical manuals for the AN/GRC-201 microwave radio set, incorporating changes suggested by Marine Corps field maintenance personnel, as well as changes cited during trips made to various Marine Corps installations where this equipment was deployed. Helped to conduct in-process reviews for the customer, during which I gave presentations on the progress of the rewrite project. Also attended the validation of the rewritten manuals, during which we observed Marine Corps personnel as they conducted step-by-step maintenance and troubleshooting procedures as delineated in the manuals.
