Mark was responsible for the Division’s implementation of the latest technology in winter maintenance and its best practices. This included the installation of (5) Roadway Weather Information Systems (RWIS) a contracted weather service, computerized dispensing systems Maintenance Decision Support Systems MDSS, a treatment recommendation system), liquid use, including pre-wetting , anti-icing, truck mounted infrared pavement temperature sensors and an innovative in-house blending system that accurately combines liquid de-icing chemicals, including non-chloride organics, to adjust different weather and pavement conditions. The combination of these new technologies along with operator training resulted in an efficient, safer and better maintained roadway system. This also resulted in a reduction of salt usage and better environmental practices. As American Public Works Association (APWA) Winter Maintenance Committee Chairman, Mark has lead this high profile professional committee to great achievements. Under Mark, the committee developed a major award for winter maintenance excellence, a supervisor certificate program and the expansion of the annual North American Snow Conference. Mark also worked with the Salt Institute to develop the Sustainable Snowfighting award, the sustainable snow fighter Handbook and the Sustainable storage handbook. Mark is also an accomplished teacher and writer. He has presented on all areas of snow and ice removal and best practices across North America, Scandinavia and in Europe. Mark traveled to Argentina to observe and evaluate winter operations and offer his expertise in for areas of improvement. He was chosen to do the same evaluation for Maryland DOT in 2009. Recently he traveled to China to again share his experience and observe Chinese winter operations. He has been published in every major industry Magazine and the inaugural issue of the Journal of Public works and Infrastructure.
