Consultancy, focussing on maritime development aid projects

The role involves both internal and EU coordination skills to draw up and agree EU positions for all IMO bodies; it requires liaison, representational and negotiating skills to develop and successfully push for these EU positions within IMO. EC promotional activities include participation in webinars, workshops, conferences; arranging programmes of visits for MEPs and Commissioners; outreach on specific topics; strengthening links through development aid. An advisory role on IMO issues and close involvement in key files: GHG, containers lost overboard, satellite submissions, underwater radiated noise, global sulphur fuel cap, EU/IMO Maritime Technology Cooperation Centres.

Senior Policy Officer covering the safety of passenger ships, fishing vessels and bulk carriers, including ISM and BLU Codes: - initiated and drove upgrade of IMO passenger ship damage stability requirements, through progressive research projects, including the major 'GOALDS' project; - chaired EU expert groups on revision of EC domestic passenger ship safety regulations; - created and chaired an EU ISM Code expert group, resulting in 6 successful ISM Code submissions to IMO updating the Code and expanding all the associated Guidelines; Flag State implementation: pushed specific EU Member States to implement a quality management system for their maritime administrations; Transfer between EU ship registers - identified and addressed issues between specific EU Member States; Secretary of EC Committee on Safe Seas and Prevention of Pollution (COSS): - set the agenda for meetings of all EU maritime representatives, - briefed the Chair, -organised preparatory documentation for voting/information points on issues subject to EU maritime legislation.

Negotiator on accession of ten candidate countries to EU, including formal talks, peer reviews and a ‘travelling roadshow’ on road transport acquis.Social legislation: studies, drafting, negotiating with EU MS, MEPs and industry on upgrading commercial driving time and rest period regulations, including the digital tachograph, and introducing Member State enforcement requirements. Access to the profession of road transport operator: transposition and implementation by Member States: presentation, court cases. Preparation of upgrades to the requirements through studies.
