Matlock Strategies for Technology Innovation is a limited liability corporation providing consultation and other executive services to government, corporate and academic entities for creating innovative technology development strategies.

I am transitioning from 40 years of Government Service with the Department of Defense to the commercial sector. During my time in Government service I held major acquisition and scientific positions with the Office of the Secretary of Defense, the Office of the Undersecretary for Acquisition, Technology and Logistics, the Missile Defense Agency, the U.S. Naval Sea Systems Command, the Strategic Defense Initiative Organization, and the U.S. Air Force. I have developed skills in Strategic Corporate Leadership; Program Executive Office; Acquisition Program Management; International Cooperative Research; Congressional Communications; Spacecraft and Missile Systems Engineering; Interagency Coordination; Aerospace and Ocean Engineering; and demonstrated the ability to build and lead interagency, multi-national teams, manage complex programs, systems engineer advanced weapons systems and created and delivered innovative solutions in resource constrained environments. I intend to leverage this depth of knowledge, experience and network in the next chapter of my career.

In May 2015, I was appointed by the Deputy Secretary of Defense to direct a department-wide special program tackling one of the Nation's highest priority National Security issues. Some of my significant accomplishments during this assignment include: Leading a government coalition of the Joint Staff, Policy, Combatant Commands, the Intelligence and Acquisition Communities, Service Components and Agencies to deny, degrade and destroy road-mobile ballistic missiles prior to launch.

As one of the Department of Defense's six Science and Technology Executives, I led a team of over 250 engineers and scientists in the development of the next generation of cutting-edge Missile Defense technologies and proved their benefit to the Warfighter through realistic experiments in relevant environments. My portfolio included high energy lasers, advanced sensors for discrimination and future anti-ballistic missile interceptors and rail guns. Some of my significant accomplishments during this assignment include: Developing the Defense Department's Long Range Research and Development Program Plan for the Third Offset Strategy; Establishing the technological foundation for adding a space layer, integrating lasers and other non-kinetic elements into the Ballistic Missile Defense System architecture; Provided Executive leadership for the Department's $4.6B program leading to the first destruction of a boosting missile in flight by an airborne laser; Developed and executed an experimental plan to prove the military utility of existing unmanned Air Vehicle systems in a defense of forward basing; Developing, launching and operating a series of small satellites proving their military utility for missile and space defense missions; .

Defined and executed an acquisition strategy for the $2.6B competitive development of the Department of Defense's most advanced Ballistic Missile defense interceptor

Restructured the Agency's modeling and simulation approach by introducing a state of the art, model-based simulation development environment and open architecture frameworks transforming the entire enterprise.

Developed and managed a $3B acquisition program to add a boost phase layer to the multi-layered Ballistic Missile Defense System.

Developed the technological foundation for the Nation's premier sea-based ballistic missile defense system. Proposed, negotiated and managed a cooperative technology research program with the Japan Defense Agency leading to a $1B joint product development program.

Working with the Department, Policy and Congressional Staff, defined and managed Agency and Service programs to develop technology for exoatmospheric ballistic missile defense elements including the Lightweight ExoAtmospheric Projectile (LEAP), Miniature Sensor Technology Integration (MSTI) satellite and Electromagnetic Rail Gun projectile programs

During this period I held several research and development leadership positions within Air Force Systems Command including Technology Director, Space-based Interceptor Systems Program Office; Chief Integration and Analysis, Air Force Astronautics Laboratory; Chief, Ballistic Missiles and Space Propulsion Analysis, Air Force Rocket Propulsion Laboratory; and Lead Propulsion Systems Analyst, Small ICBM Program Office.

I served four years in the U.S. Air Force, primarily at the Air Force Rocket Propulsion Laboratory. My position title was Rocket Plume Analyst in the 2845 code. I resigned my commission in October 1980 to become a Civil Servant.
