Serve as the European (EU) Regional Information System Security Manager (ISSM) and Security Management Deputy (N00SM) for U.S. Naval Computer and Telecommunications Station (NCTS). The EU Regional ISSM provides regional cybersecurity oversight for the European OCONUS Enterprise Network (ONE-Net), Europe Central Regional Network Operations Center (ECRNOC) and Community of Interest (COI) systems. Cybersecurity oversight includes the development and enforcement of security focused change management processes, vulnerability management and incident response policies and procedures for ONE-Net and ECRNOC systems. Develop and enforce user account creation and monitoring policies to include all privileged user activity. Provide ISSM oversight for the cyberspace workforce qualification and training program. Serve as the command lead for all cybersecurity inspections and assessments (e.g. JFHQ-DODIN Command Cyber Readiness Inspections, DITRA Balanced Survivability Assessments, RMF Assessment and Authorizations). Provide regional cybersecurity oversight and best practices for Local Network Service Centers (Naples, Italy; Rota, Spain; Sigonella, Sicily; Souda Bay, Greece) site ISSMs supporting ONE-Net and ECRNOC systems. Ensure all COIs maintain an Authorization to Operate (ATO) and report significant changes to their system’s security posture.

Provide Cybersecurity (CS) services and assist as an Information Systems Security Manager (ISSM) for the Commander, United States Naval Forces Europe and Africa, Commander, United States SIXTH Fleet (NAVEUR\NAVAF\SIXTHFLT) Staff in Naples, Italy. Assist in the development, testing, and integration of CS policies, plans, and standard operating procedures for vulnerability management, account management, incident handling, and continuous monitoring of systems for Maritime Operations Command operations. Perform CS assessments using the Risk Management Framework (RMF) Assessment Authorization (A&A) processes and procedures, Command Cyber Readiness Inspections (CCRIs), and Defense Threat Reduction Agency Balanced Survivability Assessments. Assist in the monitoring, tracking, and execution of the Navy Cyberspace Information Technology and Cybersecurity Workforce management and qualification program requirements.

Served as the Senior USNORTHCOM principal Technology advisor to the Director, Contingency Operations Division (NC/J38). Directs Management of USNORTHCOM NC3 Information Technology Portfolio of Investments. Organized and managed Communication Concepts and Technology Implementation. Served as technical advisor within the NORAD and USNORTHCOM staff as well as across the Services, Departments, agencies, interagency and international community to research, investigate, analyze, and make recommendations in regards to concept development, experimentation, technology demonstration and evaluation efforts. Performed project/program management responsibilities to determine the business and technical needs of customers. Served as commands J3 senior strategist for communications technical and analytic matters.

I serve as the Cybersecurity Lead and the Independent Govt. Cost Estimator Lead for the Air Force Enterprise IT as a Service (EITaaS) project task force. I assist in the remissioning of Air Force Airmen towards defensive cyberspace operations and the realignment of Air Force Information Network operations with commercial industry partners. In addition to the Cybersecurity Lead for EITaaS, I'm also the Security Control Assessor Representative (SCAR) for AFSPC. I provide recommendations for security categorizations and system security plans for SA/C2 systems. I also complete risk assessments using the Risk Management Framework for all AFSPC Situational Awareness/Command and Control (SA/C2) Space programs. I develop and submit Cybersecurity Risk Assessment reports to the Security Control Assessor and Authorization Official Designated Representative for all SA/C2 Space programs. I'm also the Action Officer for all SA/C2 Space information requests. I provide cybersecurity recommendations for Program Plans and Capabilities Production Documents for SA/CS Space systems.

Draft project documentation for application requirements, impact analysis, detailed designs, data flow diagrams, entity relationship diagrams and change control documents. Create project plans with detailed work breakdown structures to include estimated time and resource assignments. Develop and submit hardware and software acquisition plans to Project Sponsor for acquisition approval. Create and manage project budgets and timelines. Create test plans with test scripts for User Acceptance Testing.
