DD 21 Program. Directed and managed a multi-company team in developing a new and innovative ship design and building program for the US Navy. This project involved working with the design team to incorporate state of the art technology, mitigate risk, and win a multi-billion contract. Specific tasks included leading the Test & Integration, Software Development, and Planning (construction and procurement) Teams in developing an integrated full service proposal.

Post Shakedown Availability (PSA) Program. Returned to the PSA Program to lead the team responsible for the reconstruction of the USS GONZALEZ after heavy grounding damage. Developed innovative approaches to removing and replacing reduction gear, sonar dome and shafting. Coordinated the multi-disciplined team to complete this unique repair project under budget and ahead of schedule. Award Fee scores for this project were one 99% and two 100%. Customer satisfaction was at an all time high and BIW received world wide acclaim for their accomplishment. Also during this time wrote, edited and developed a proposal to open a new shipyard; accomplishing Navy repairs in that area.

Served as Chairman of the Board of Directors of the Midcoast [Maine] region (2 years - 1996 - 1998). Served on the Board as Bath Iron Works representative for 10 years.

of Post Shakedown Availability (PSA) and Overhaul Programs. Directed and managed the AEGIS Cruiser PSA programs and the US Navy Overhaul Programs. Managing the PSA work included a diversity of challenges including setting up systems and controls that worked for off-site locations (Norfolk, Jacksonville, San Diego and Honolulu) as well as the local work location. Another challenge, successfully accomplished, was reformatting BIW's information network for material, planning and labor charging and making it responsive to the faster paced PSA and Overhaul Programs. These projects required detail planning, facilitation of constant change, resolution engineering and schedule problems, and implementation of complicated logistics problems involving the movement of hundreds of people and thousands of line items of material. Was highly successful in motivating the PSA team made up of multi disciplined people to perform to their highest potential. Award Fee scores for these availabilities ranged from 97 to 100%. The Overhaul Programs managed were Firm Fixed Price and Fixed Price Incentive Fee Contracts that required expeditious deployment of plans, material, and people to enable a rapid buildup to full productivity, incorporation of large amounts of change and accomplishment of all tasks within the framework of a tight "as bid" budget. All Overhaul Programs turned in a positive profit and contributed significantly to the company's overhead cost pools. Marketed, developed bid strategy and served as principal customer contact for repair contracts on the T/V STATE OF MAINE (Maine Maritime Academy and MARAD), M/V FIRST LT. ALEX BONNYMAN (Maersk Line), DiMillo's Floating Restaurant restoration, and USS CLARK (FFG 11) for Promet Marine in Newport. RI. Served as head of the proposal development team for the Sealift Conversion Project and continued to participate as a advocate and salesman for BIW services in overseas marketing ventures to Greece

Directed and monitored US Navy and commercial overhaul and repair programs with annual sales over $40 million. Accomplishments include the very successful start-up and completion of the DD 963 overhaul program at BIW's newly developed overhaul and repair facility in Portland. Developed new systems and procedures to manage overhaul work in a complicated and changing market.

Developed and implemented improvements to the material ordering and handling system that cut 40% off the time from material ordering to the "in the hands of production" status without sacrificing quality. Wrote, edited and reviewed Technical Proposals required to bid on and successfully win government contracts.

Responsible for the estimation, negotiation, and administration of Navy, Coast Guard, Army, Maritime Administration (MARAD), and commercial (domestic and foreign), ship repair and conversion work. Accomplishments included maintaining positive gross profit margin in the shipyard during tenure and increasing work load from a 200-person shipyard to an over 800-person shipyard within 3 years.
