Dr. Richard S. Talbot has owned two environmental corporations. He formed Richard S. Talbot & Associates, Inc. in 1980 to provide environmental process consulting at industrial wastewater plants and value engineering. In 1988, he formed TurnKey Environmental Services, Inc., (TurnKey) to provide contract operations at industrial, leachate, groundwater, and Superfund wastewater treatment plants and value engineering. Between these two corporations of his, Dr. Talbot has consulted in over 150 industrial wastewater projects as a process consultant. He has also served as a VETC or team member in over 90 value engineering studies of wastewater treatment plants. His experiences in process design, detailed design, value engineering, and trouble shooting malfunctioning wastewater treatment plants have been employed in the successful managing of the wastewater contract operations projects.Dr. Talbot has directed all the contract operations projects. In doing so, he has hired and trained a staff of licensed operators to start-up, operate, and maintain the treatment plants. Dr. Talbot has directed the procurement of all the services needed to manage the operation and maintenance of these projects. Included in the services have been the preparation of operation and maintenance manuals, spare parts lists, and maintenance procedures. Dr. Talbot has started-up all of the treatment plants that TurnKey has operated, including the start-up of six large Superfund groundwater treatment plants and one large industrial groundwater treatment plant. Co-founded a full service environmental company and served as its President. Company has operated 12 groundwater and wastewater treatment plants, six of which were at Superfund sites and has provided engineering services to design and construct modifications to wastewater treatment plants. Dr. Talbot staffed, trained, started-up, and directed the operation of the wastewater treatment plants, employing a large staff of operators to provided 24/7 coverage, in many instances. Dr. Talbot has participated as a VETC or team member in over 90 value engineering projects for municipal wastewater treatment plants, with construction costs totaling over $2 billion.

For Catalytic, Inc., Dr. Talbot was the first employee hired in its newly formed Environmental Department. He was responsible for directing all concept design, development projects in the field and at the Houdry Laboratory, in Linwood, PA. He consulted on process selection and concept design in over 30 wastewater treatment projects for the heavy chemicals industries. His staff of 15 engineers and technicians were trained by him to operate the pilot scale and bench scale industrial wastewater treatment systems he designed, while gathering data for the concept design phase. All of the monitoring and testing procedures used on the projects were developed by him.
