Senior Systems EngineerJma Solutions Jun 2011 - PresentWashington, Dc, UsSenior Systems Engineer, Federal Aviation Administration (FAA) Programs. In support of the FAA Time-Based Flow Management (TBFM) Program, providing senior engineering support to the TBFM System development. TBFM is a tool that improves the efficiency of the national airspace by providing air traffic controllers advisories to enhance the scheduling of aircraft arrivals and departures. Responsible for ensuring that the TBFM contractor is in compliance with all TBFM specifications, and for providing technical guidance to the development contractor. Provides engineering support to the TBFM Program Management Office (PMO) and to the FAA systems engineering lead. Leads the engineering effort to incorporate new Terminal Sequencing and Spacing (TSAS) functionality into the TBFM system from the PMO’s perspective. This includes coordinating with NASA to ensure a smooth technology transfer from their prototype system to an end-state system developed by the FAA's contractor. Also provides engineering coordination with the terminal STARS program, as well as the Wake Turbulence Re-categorization (RECAT) program.Led the effort to review contractor specifications and documentation for the Extended Metering, Speed Advisory, and RNAV/RNP capabilities. In support of the Speed Advisory capability, interacted with the ERAM, SBS and HADDS program offices to coordinate development, testing, and implementation activities. -
Senior Systems EngineerFlatirons Solutions Oct 2007 - Jun 2011Boulder, Colorado, UsSenior Systems Engineer, Federal Aviation Administration (FAA) Programs. In support of the FAA Time-Based Flow Management (TBFM) Program, provided senior engineering support to the TBFM System development. Responsible for ensuring that the TBFM contractor is in compliance with all TBFM specifications, and for providing technical guidance to the development contractor.Evaluated technical volumes of three proposals submitted by potential TBFM vendors. Provided recommendations to the Technical Evaluation Team lead on strengths and weaknesses of each section of the three proposals. Developed a white paper to defend the non-evaluation of one of the vendor proposals due to major technical deficiencies. Led the effort to develop the TBFM System Specification Document that was released as part of the TBFM solicitation.Led effort to define a process to maintain configuration control of new requirements and enhancements to the Traffic Flow Management System (TFMS). TFMS is a tool that provides air traffic controllers with a means of issuing ground holds to aircraft to avoid over-saturating airspace in times of inclement weather and heavy air traffic conditions. Coordinated efforts with TFMS user groups and FAA systems engineering personnel.Led effort to assess help-desk metrics and documentation for TFMS. Ensured that all help desk processes were defined and documented, and led system dry-runs.Supported the transition for TFMS Release 2. Ensured all system interfaces were implemented on time, and all external entities were adequately informed of the transition process prior to transition dates. -
Senior Systems EngineerNorthrop Grumman Mission Systems Dec 1997 - Oct 2007Falls Church, Va, UsSenior Systems Engineer, Federal Aviation Administration (FAA) Programs.Managed a staff supporting nine different FAA weather sensor and weather radar programs. Led the software and hardware engineering support, development of annual budget requests to OMB, earned-value management support, program management support, and web-site development.Led the effort to ensure the development and implementation of the Juneau Airport Wind System (JAWS). Coordinated the development, integration, testing, safety, and training efforts.Led the effort to ensure the development and deployment of the Center-TRACON Automation System (CTAS) to various US air traffic control facilities. Provided strategic planning support and supervised the overall software and hardware engineering and integration effort Prepared Joint Resources Council (JRC) briefings, and performed business case analyses to ensure CTAS provided appropriate benefits to the FAA.Led the effort to deploy CTAS to various US air traffic control facilities. Developed schedules and plans to accomplish all deployment related activities on or ahead of schedule, and coordinated with various FAA organizations and contractors to ensure resources were in place to support the implementation efforts.Supported the implementation of the Enhanced Traffic Management System (ETMS) to various US air traffic control facilities. Responsibilities included leading the deployment effort at several air traffic control facilities, including supervising the installation contractor, providing a liaison between FAA headquarters and site personnel, and ensuring that all installation activities were accomplished on time, and all hardware was completely functional. Additionally, developed a Statement of Work for the deployment effort, reviewed contract deliverables, and developed plans to make the deployment more efficient. -
