As head of Government Relations, Rich acts as Jackson's main point of contact with federal elected officials and agencies as well as with state insurance departments and the National Association of Insurance Commissioners (NAIC). At Jackson, Rich and his team successfully led federal legislative efforts to include provisions in SECURE and SECURE 2.O Acts to enhance access to annuities and passed legislation to direct the Securities and Exchange Commission to develop a registration form specific to Registered Indexed Linked Annuities making it easier to introduce new and update existing products. He also spearheaded a 50-state effort to establish a "safe harbor" for advisors already meeting a fiduciary standard to not also have to document compliance with the NAIC's Annuity Suitability Best Interest Model Regulation. Rich has also held leadership roles within insurance industry trade associations including serving as chair of the American Council of Life Insurers (ACLI) Federal Legislative Strategy Group and as chair of the ACLI's Federal Legislative Strategy Group for Tax. He has also served as President of the Carlton Club, one of Washington's oldest corporate lobbying associations. Prior to joining Jackson, Rich was a partner at Thorn Run Partners, a leading federal lobbying and policy consulting firm based in Washington, D.C. Before joining Thorn Run Partners in 2014, White helped to found and manage several boutique federal government relations firms and has represented a broad array of clients from Fortune 50 to small innovative medical technology companies. White also established and managed several targeted industry associations, including a coalition of major insurance trade groups and companies focused on the future of insurance regulation.Before going to the private sector, served as a legal intern in the White House Office of Management and Budget under former President George H.W. Bush and as a legislative staffer in the United States Senate for the late Senator John H. Chafee of Rhode Island. He has also managed and held senior roles in a number of federal and state political campaigns. He earned a Bachelor of Arts in government from Franklin & Marshall College in Lancaster, Pa. and a Juris Doctorate from the Columbus School of Law at The Catholic University of America in Washington, D.C. He is a member of the District of Columbia Bar Association.
