Dr. Richard Yoder brings over 25 years of experience in global health and development and currently is an independent consultant focusing on health systems strengthening, health financing, health reform, capacity building and institutionalization, research, and management. Previously, he was Technical Director/Senior Advisor in the Health Practice of Cardno Emerging Markets, including three years in Armenia where he was head of a nationwide health reform project. Prior to this, Yoder led a DFiD health sector reform project in Nepal providing technical assistance to a DfID/World Bank led SWAp program. Other long term resident assignments have been in Africa, Asia, and the Middle East, as well as short term consultancies in numerous low and middle income countries. He has worked with USAID contracts, as well as with DFID, United Nations, and several NGOs. He has published in the areas of health financing, health reform, management, and privatization, and has co-authored a book on development ethics. Yoder is the Longacre Endowed Professor Emeritus of Business and Economics at Eastern Mennonite University, and has an interdisciplinary PhD combining public policy, economic development and public administration as well as masters degrees in Public Health, and, Public and International Affairs.

Kenya
A $15 million program funded by USAID, Ford Foundation, and Dag Hammarskjold Foundation. With a staff of 45, provided overall leadership and vision to one of Africa's larger and more cost-effective nongovernmental organizations providing credit, research and training services to informal sector micro-entrepreneurs. During this time, the number of loans disbursed per year increased from 700 to 5,500, costs per dollar loaned was reduced from $2.00 to $0.10, the number of new or secured jobs generated per year increased from 1000 to over 8,000, with income increases of some 40% per loan. A donor coordinating group was formed in 1992 to finance the expansion to 25 branch offices costing an additional $20 million, at which point the organization was expected to be fully self-sustaining delivering over 50,000 loans per year and generating some 75,000 new or secured jobs per year.

Bangladesh
A $9 million UNDP/UNFPA project implemented by the Western Consortium that institutionalized training, management and research capabilities of the National Institute for Population Research & Training of the Ministry of Health and Population. As Management Training Advisor, responsibilities included working with Bangladeshi counterparts in: (1) designing and implementing planning and management systems, (2) training trainers of mid-level officers in management, (3) developing evaluation systems, and (4) designing and implementing service delivery and operations research projects. As Chief Technical Advisor beginning third year of project, responsibilities included being head of three-person technical team; liaison with UNDP/UNFPA, Western Consortium and Government of Bangladesh officials; and managing project activities.
Afghanistan
A program developing health services in Hazarajat region of Afghanistan in which responsibilities included: (1) collection and analysis of demographic and baseline data for program development, (2) coordination of health center budgetary activities, and (3) administration and supervision of up to 800 Afghan men in airstrip and road construction and maintenance.
