A strategic problem solver, a bridge between public sector ambition and private sector finance, and a facilitator of sustainable growth. I have spent a substantial amount of my career being parachuted in to rescue failing commercial endeavours and I have a reputation for being quick to identify and stabilise, then considered and measured with the long-term goals. I have substantial experience with not for profit organisations and part of this continued success has been down to my ability to ensure that key stakeholders know that “profit” isn’t a dirty word. For these NFP organisations to grow they need to re-invest and all too often “the way things have always been done” has trumped growth potential and ultimately, barred the business from providing the best service they can to their customers. I have helped boards to reflect honestly with themselves and their key stakeholders, to define their ambitions and to empower their employees to want to deliver excellence. I have operated as an accredited peer with the Local Government Association in 19 peer reviews with 18 local authorities, casting a critical eye over an aspect of each council’s work. I am able to supply your business with stability and growth that is only earned through many years of experience, many pitfalls witnessed, and many successes realised. I have a significant track record in fundraising from government, government agencies and EU with some £40 million raised in totalWhether your budget is out of control, your priorities mis-aligned, or you’re struggling to see the path to growth, I can help. Give me a call on 07967 499382 or drop me an e-mail at Richard.bealing@sky.com for a no obligation chat about how we can work together.

DirectorPelican Associates Oct 2017 - PresentDelivering board advisory and high-level consultancy to support business transformation, programme rescue and business development. Recently collaborated with Wolverhampton Council to Deliver a substantial improvement to the efficiency of a number of their key assets, including Museums, Art Galleries and Civic Halls. Uncovered a number of key areas in which the council was haemorrhaging money and delivered a full project report allowing them to re-gain control of key revenue streams and deliver transparent financial reports. -
Group And Transformation ManagerPennine West Cab Group Mar 2016 - Sep 2016Responsible for the transformation and operational management of the citizens advice bureau in Oldham, Rochdale and Trafford, following a merger between the three previously independently operated branches. Introduced measurable, challenging and motivational KPIs. Re-gained control of the organisation’s finances by rationalising all of the grant incomes streams (~15 separate grant applications) and implemented bespoke management reporting tools. All told, the three-branch consortium is now performing much better than expected and better than “the sum of it’s parts” previously.

Head Of CultureWigan Council Nov 2014 - Dec 2015Wigan Library, Wigan Life CentreAppointed with responsibility for libraries, Museums and Archives. Immediate plan was to strip out 40% of the council’s costings in these areas following centralised streamlining ambitions. Developed extensive resource sharing initiatives to bring in revenue-generating shared spaces and facilitated the disposal of assets no longer fit for purpose. Facilitated innovative advertising drives within libraries, monetising the screensaver space on all public PCs. -
Head Of Culture/Head Of LibrariesWigan Leisure And Culture Trust Dec 2011 - Oct 2014Wigan Life Centre, The Wiend, Wigan Wn1 1NhGiven authority over the management of all 15 libraries in the Wigan Borough, including the implementation of a budget saving of some £1m. Following a substantial public consultation, gained the local publics buy-in and achieved the cost saving without a reduction in issues or visits. The manager of the Museum of Cannock Chase was a job shared between two individuals when it became my responsibility. Following years of conflict between the two managers, empowered a solution focused approach and recognised the complimentary strengths available. Conflict evaporated almost overnight. Following this success, charged with finding another £900k in savings including 2 further museums and a theatre and a community wellbeing arts team at a neighbouring council. All achieved and sustainable. -
Service Development And Leisure ManagerNorthumberland County Council Apr 2009 - Apr 2011Re-invigorated the management and implemented robust governance processes across 15 leisure facilities throughout the borough. And created 5 bespoke contractual trust arrangements to ensure smooth future operations. Facilitated the transformation of a council owned creative space and retail premises to allow the traders to appropriately monitor their product lines and move away from “local tat” and focus on charming and profitable product lines. As an accredited Peer (critical friend) with the Local Government Association I have been an active member of 19 Peer Reviews with 18 local authorities casting a critical eye over an aspect of that council’s work which, in every case included a thorough examination of the effectiveness of the whole organisation’s governance from the most senior politicians and managers down -
