Legislative manager in the House Oversight and Government Reform Committee. - Expert on cloud policy and IT acquisition practices. I was the original staff author and legislative manager for FITARA, the Federal IT Acquisition Reform Act. In July, 2022, GAO testified that FITARA has conservatively saved the government over $22B in IT management and deployment costs since its inception in 2015. - Author and legislative manager of the Federal Acquisition Reform Act (FITARA), which provides comprehensive budget authority to federal CIO's to rationalize enterprise-wide IT portfolios.- Prepared and staffed numerous Congressional hearings identifying waste, fraud and abuse in government agencies and programs. - Primary coordinator with law enforcement, Congressional stakeholders and relevant Congressional committees coordinating bicameral oversight strategies targeting wasteful or fraudulent government spending.

Modeled after the famous Truman Committee, the Commission on Wartime Contracting was established to investigate waste, fraud and abuse for taxpayer funds spent in the South Asian Area of Operations from 2009-2011. Our investigations identified $60B in waste, fraud and abuse and referred numerous cases to law enforcement for further inquiry.As General Counsel, I was responsible for the hiring, operation and supervision of the Law Department. Duties included: - Legal support for all internal operations and legal opinions defining the scope and applicability of the Commission’s legislative mandate. - Provided subject matter and analytic support for the Commission's recommendations to Congress, prepared and staffed 17 Congressional hearings and coordinated Congressional affairs and outreach functions. - Subject matter expert on expeditionary and wartime contracting practices and waste, fraud and abuse. Served in Iraq as part of the Commission oversight/investigative team, uncovering specific instances of labor bondage/human trafficking.- As the Agency Ethics Officer, oversaw the the research and preparation of ethics opinions and operated the Commission whistleblower program. Facilitated numerous criminal referrals for contract fraud to appropriate law enforcement agencies in the U.S. and Iraq.The legislative and policy recommendations of the Wartime Commission were subsequently enacted into law as part of the FY 2013 National Defense Authorization Act.

These provisions, dubbed The Clean Contracting Act, addressed significant reforms in acquisition practices for the $550B government market.

Advisor to Chairman Don Manzullo and Members of Congress regarding public policies and legislative initiatives addressing challenges to small businesses and to the US industrial base. - Participated in the US-China Interparliamentary Exchange, the primary China program for the US House of Representatives. The Exchange hosted 12 delegations to meet with senior leadership of the Chinese government over a 2 1/2 year period.- Prepared policy engagements and portfolios for Congressional engagements with senior Chinese leadership, including intellectual property concerns, currency manipulation issues and trade complaints. - Developed expertise in lobbying strategies for Chinese and US companies doing business in China.-Developed and maintained extensive relationships with senior Chinese leadership, Embassy staff and Representatives of the National Peoples Congress.

Senior Legal Director for Dell's supply chain and factory operations. Clients were C-level senior executives reporting directly to Michael Dell. - Managed team of attorneys providing key legal counsel to the Dell supply chain and factory lines of business. Team lead to the Dell Labs and Chinese/Taiwanese operations in compliance, export control and FCPA concerns.- Negotiated and oversaw complex IT and systems integration agreements, software licensing and technology development deals. -Developed, staffed and operated the Dell Export Control office, providing corporate-wide procedures and staff for Dell sales on a world-wide basis. - Extensive experience in international negotiations, providing legal support to the manufacturing transitions necessary for the first wave of Dell factory outsourcing to Southeast Asia. - Developed legal guidance for the first comprehensive Dell Corporate Social Responsibility Office, addressing such concerns as Dell's first comprehensive environmental and e-waste office, and corporate-wide ethics compliance programs for the company. In 2001, relocated to Washington DC to co-manage the Dell government relations office. Revamped the entire Dell public relations structure, creating policies and processes to tie Dell's Washington office directly to Dell's bottom line requirements. - Staffed numerous advisory councils, including the Presidents Export Council; the CEO Technology Council and other key trade associations and industry coalitions. -Worked directly with the White House to advocate on behalf of Dell's policy and industry positions. -Represented Dell in numerous industry coalitions and standard bodies, including groups developing internet and content standards, technology standards bodies and regulatory standards bodies.- Hired and managed lobbyists, supervised interaction with Members of Congress and the Executive branch and aggressively interceded on Dell's behalf before regulatory agencies.
