Richard was asked to become the General Manager of the Sydney based development team and effectively Group CTO.Strategic Alignment.* Further developed the classified search technology.* Assisted in the overseas expansion of the group through the exploitation of the Smartpages(tm) technology.Achievements* In 2007 successfully launched our first overseas joint venture, www.yourlocal.ie. This involved numerous visits to Ireland to meet with the then prospective joint venture partner at senior executive and board level.* Designed revised application architecture to meet the specific requirements of the joint venture.* Defined the deployment architecture, including specification of the hardware requirements, addressing performance and resiliency goals for the application, network configuration between the hosting partner, the call center and the Sydney development team.* Defined firewall requirements for the application and access requirements between the three locations (datacenter, call center, development team).* Engaged with the INM Print Division to incorporate classified print sales into the online classified site automatically.* Gained LSS Professional Partner Program status with the Australian Computer Society in 2007. Richards role was to assist the founders in launching the company as well as assist in bid preparation for new work and account management. The role was principally in setting up the operational processes to support the software group.In wining the inaugural 2007 World Wide Lotus Award for the best IBM Workplace Forms Solution for our work at AMP he worked heavily with Spheronics Principle Architect and Spheronics Technical Lead at AMP to prepare the submission. This involved liaison between the two groups located in different countries in different timezones to submit an application into a third country.     When Richard was first asked to join Australian Local Search they had just lost their Applications Architect, the development team was being re-tasked on a daily basis by different executives, the General Manager Software Development was under attack for slipped schedules and the development team was disorganised, disheartened and on the brink of resigning. Richards brief was simple, “Fix it”. Which he did.The first goal was to establish a clear product road map that did not change on a daily basis. Richard developed the “One Page Business Case” for all work to be done by the development group. The process around this was brief, simple and clear cut.This procedure was accepted and overnight eliminated much of the confusion and wasted effort that had plagued the organisation previously. A clear road map was established (and regularly revised but in a controlled and managed way).The second short term goal was to earn the respect of the developers. This was done through numerous daily encounters and hands on coding and mentoring by Richard. Once their respect had been earned it was possible to make progress in improving the software development and deployment processes. The improved processes and newly established standards freed the team from wasted time and rework. There was a significant emphasis on maintaining a portforlio of in-house developed systems as well as first line support for the third party students record system. This was a heavily hands on role, developing new reports and preparation of regular student reports to parents. Major achievements were in implementing competitive bidding for the annual hardware purchases and gaining acceptance of the need to upgrade the student records system. Richard was responsible for preparation of the Request For Proposal and in partnership with the Senior Academics, evaluation of the responses.

As a result the clients then CIO desired a wider ranging review of opportunities across the organisation.* Enterprise Component Based DevelopmentThe client had a long running project to develop re-usable components that would theoretically reduce the development time for new projects by re-using common functionality. Richard was called in to review the project independently.* WorldNet ReviewThe WorldNet project provided the client with strategic and tactical information that was of significant commercial advantage. Richard was asked to review the system in light of the evolving Enterprise Architecture at that time, its value to the client and to make recommendations as to its future.

    The Risk Management Team was responsible for identifying weaknesses in MBF’s business and software procedures, and implementing processes and tools to control the exposure. The scope covered potential fraud by health providers, clients and staff. The then head of Risk Management had a desire to bring modern data mining technology to what had traditionally been a manually intensive process of reviewing claims and identifying potentially fraudulent transactions. Richards tertiary studies in Artificial Intelligence and Machine Learning were known and he was offered the position of 2IC (an entry level executive position) with a view to applying AI technology to the departments processes. While Richards initial involvement was a hands on developing the first data analysis system. With the subsequent launch of the Fraud Data Mining Project Richards role evolved into that of Project Manager, organising a team of high end SAS developers, SAS Data Mining Expert Consultants and Ancillary Claims Assesors to deliver what was then one of the single biggest budget application development projects ever undertaken by MBF.
