HPN has implemented rigorous programs to review utilization, quality assurance compliance, medical risk management and patient issues and concerns. HPN’s medical and administrative management organization assesses internal and external statistical data and surveys to monitor compliance with medical policies, procedures and standards.Heritage has experienced extensive growth over the past several years and required a person with broad experience in Information Technology, operations and management of a geographically dispersed workforce to define and streamline processes. My primary responsibilities were to review, document and provide recommendations for improving the offshore services for claims entry, claims processing, adjudication, care management and automation opportunities.During this time, I successfully delivered on our goals by direct reviews (in-person and remote) of all phases of the current services which were provided by two separate offshore companies, 2) document the current workflow for manual and automated processes, 3) formulated a plan to improve the workflows (onshore and offshore), and 4) design and automation of a management dashboard to visualize, and manage, Key Performance Indicators.

Cancer Genetics, Inc. (CGI) is a leader in the field of personalized medicine, offering diagnostic products and services that enable precision medicine in the field of oncology. CGI had experienced rapid growth by acquiring companies over the past 2 years and needed IT and operational expertise to integrate the companies, systems, and harness their collective abilities.As Interim VP of IT and Chief Information Officer, Cancer Genetics, I was brought in for an initial 90-day review of the overall IT processes, personnel, IT spend, and interoperability of various systems provided major insight to the changes required to bring about organizational efficiency and financial controls. During this time the key deliverables were established to 1) reorganize the IT team strategy and staffing, 2) create an organization dashboard to clearly define projects and ensure successful completion, 3) bring in an offshore development team to extend the capability of the onshore team, 4) work closely with internal and external auditors to review and enhance IT rules to improve financial controls, 5) creation of a two (2) year IT roadmap and plan. Executive approval was obtained and over the next nine months the defined deliverables were met by reorganizing the siloed staff into an enterprise oriented team, revising and creating new SOPs and compliance rules, establishing an offshore development partner, analyzing and replacing manual process with automated solutions, hiring new qualified team members, and reviewing the IT annual spend and renegotiation of purchasing contracts.

MZI HealthCare is a software development company catering to the needs of the Payer segment (i.e., MSO, IPA, Health Plan, Hospital, etc.) of the healthcare benefit processing market. MZI HealthCare’s managed care software product line (EZ-CAP) is a suite of solutions for at-risk healthcare organizations and is currently installed at over 120 clients worldwide. Major modules include claims and benefit administration, care and case management, analytics, EDI, ETL, fee schedules, accounts payable.The EZ-CAP product suite was purchased in 2005 and was in need of major changes to revitalize the products. I led the major redesign of the software from a legacy software platform to the Microsoft .Net environment. The 1.5 million lines of code rewrite effort was successfully accomplished within the time and budget constraints while, in parallel, maintaining and providing necessary enhancements to the legacy system. The newly redesign and implemented software revitalize the product suite and brought enthusiasm back into the client base and market place.I was directly responsible for overall program management, establishing methodologies, tools and acquiring resources for all stages of the development process, including scope definition, analysis, design, development, implementation, and testing. Also, actively led project management, product design, technical design, testing and implementation teams to ensure the cohesive design and delivery to the clients.My responsibilities continued to increase from the typical CIO role to include the COO roles. I was also directly responsible for the general operations, third party vendors, contract negotiations, customer support, IT Network, Human Resources, training and documentation teams. These additional roles were added to provide a common direction for the organization and take advantage of his skills in collaborating with all stakeholders to drive long-term strategic and operational planning objectives.
