Rugby is ever-evolving, and it’s our responsibility to provide the best foundation upon which the game is played. It’s using those principles that we produce a product that not only retains current participants and fans, but continues to expand nationally. The objective is for USA RUGBY REFEREES DEPARTMENT to develop and train referees to compete at the international level and serve the domestic game. Higher performing referees improve the overall level of rugby within the USA. Building and maintaining credibility on the international stage is crucial, and requires a unique interaction and accountability and responsibility across the role of the HPRM.
