Director Of Emergency Management
CurrentOversee and implement all programmatic elements of the emergency management program, including development plans and program documents, exercises and training, and EOC operations. Develop and lead annual exercises, as well as make public presentations, expand and enhance professional relationships with stakeholders and other emergency management professionals. Identify opportunities for improvement in plans and operations, compliance, emergency response processes, continuity of operations processes, and works with all levels of management to identify, evaluate, refine and implement planning initiatives, policies, procedures, and best practices. Oversee the development, revision, and implementation of the Comprehensive Emergency Management Plan (CEMP), Continuity of Operations Plan (COOP), and other operating plans by incorporating lessons learned, best practices, and suggestions from internal team members and external stakeholders. Lead and provide emergency management training for all stakeholders to ensure readiness to respond to disasters, emergencies, or other events that threaten mission-critical functions. Regularly conduct security assessments and THIRA (Threat, Hazard Identification & Risk Assessments) of all District facilities throughout south Florida. Collaborate & train with local, state, and federal authorities, and coordinate with Southeast Region Domestic Security Taskforce and regional fusion center.Developed a comprehensive sUAS/Drone program and EM Response SOP for responding to emergency and disaster events. Oversee a team of nineteen FAA-certified Drone pilots and lead the development of a NIST training and exercise program that focused on establishing mission expectations, identifying mission deliverables, collaborating with event stakeholders, identifying and deploying the correct drone and pilot to safely and successfully complete the identified mission, and coordinated with event air boss or FAA representative to ensure mission success.
