He is responsible for co-ownership of product roadmaps and leading feasibility studies for new technologies including cloud.In this role, Richard has led datacenter consolidation and application/database porting to AWS, creation of a data lake and analytics platform, introduction of no touch auto-remediation of incidents, implementation of Docker automation, and provided oversight for an organization transformation that included pair programming and migration from ITIL-type vertical service model to Scrum.

In this role, Richard led three ADP Centers of Excellence: ► Capacity and Performance Management Center of Excellence - Richard led establishment of ADP's Capacity Planning and Performance Management Practice for hosted applications and the launch of an open source Capacity and Performance Management application that collected and centralized infrastructure metrics into a time series database with a self-service dashboard. He also served as a member of multiple ADP thought leadership groups including Member Release Management Taskforce, Enterprise Architecture Review Board, Senior Technology Management Directional Committee; M&A Technology Evaluation Steering Committee, and Z-Linux Executive Council.► Monitoring Engineering Center of Excellence - In this role Richard established a centralized team for enterprise-level systems and application monitoring service responsible for profiling applications, developing monitoring baselines/notification conditions to ensure SLA compliance, engineering builds, customizing for cross-product integrations, and reporting on anomalous conditions.► Messaging and Application Middleware Engineering Center of Excellence - This center was chartered to standardize the use of messaging and application servers across ADP’s applications. Richard led development of a shared messaging middleware infrastructure and a standard engineering and escalation support model. This also included collaboration with ADP's Architecture Review Board to ensure compatibility, compliance and governance across systems, implemented ADP-wide under the CIO’s direction.

Richard was engaged as a consultant commissioned by the CIO and reporting to an executive oversight committee to lead two strategic technology initiatives. He led the consolidation of three different applications that create Wiley publications (akin to a customized content management system) and developed strategies to enable Wiley’s technology organization to improve response to changes in the IT landscape.

Created by then Attorney General Eliot Spitzer, 9/11 USG oversaw a consortium of NYC human services organizations working on the front lines of the 9/11 recovery efforts. Richard was hired as CTO and reporting to Vice Chairman and Goldman Sachs CEO Robert J. Hurst to lead a complex, multidisciplinary consortium to define, design, and construct a suite of technology tools to enable thousands of caseworkers across dozens of human services organizations to better assist 9/11 victims. Richard oversaw ~20 technology staff with responsibility for managing projects, systems, operating procedures, and privacy/compliance mandates. His work included negotiating vendor contracts with IBM, McKinsey, and Accenture (fully paid, discounted, and pro bono), consulting with various agencies to expedite information sharing between agencies and government, and extensive collaborations with member charities and leaders from government and business including FEMA Head Michael Brown, Mayor Giuliani, Senators Schumer and Clinton, Red Cross CEO Bob Bender, and the Board of Directors.

During this time Richard led the design, build, and rollout of a $4M school community portal to over 55,000 (35%) US schools and served as the Chief Technology Advisor for M&A transactions.
