Directs the management of the Search and Rescue Satellite Aided Tracking (SARSAT) system and operations of the U.S. SARSAT mission control center, and is responsible for coordinating and implementing the U.S. activities in the international satellite aided search and rescue program. Led team in successfully completing preparations for launch then transitioning the nation’s newest weather satellites, GOES-16, NOAA-20, GOES-17, and GOES-18, to operations; directed the successful integration of current satellite S-NPP to the new JPSS ground system; executed the complete replacement of the NSOF Operations Floor systems; and spearheaded a turnaround in IT Security at NSOF. Represents NOAA on multiple national and international committees: the SpaceOps Executive Committee and Awards Committee (Chair); the Advisory Board for the Ground Systems Architecture Workshop (GSAW); the Committee for Operational Processing Centers (COPC); and the NOAA and European Organization for the Utilization of Meteorological Satellites (EUMETSAT)

Responsible for the mission critical systems of the world’s largest satellite provider with over $10 billion dollars of assets and over $2 billion in revenue, managing as many as 40 staff and 30 contractors: • Directed the planning, development, testing, installation, and support of all software systems and data center infrastructure used to operate and monitor the health and safety of the 75+ satellites in Intelsat’s fleet. • Managed the planning, implementation and 24x7 operations of the satellite control systems data centers in Maryland and California. • Led the evaluation team to determine the operational tools required to support the next generation satellite and ground network requirements (Intelsat EpicNG). Compelled senior management that an in-house solution was both feasible, safe, and cost effective, which resulted in a $10 million saving.• Led the PanAmSat acquisition satellite systems integration team. Designed bi-coastal team, chose team members, formed a unified staff from both legacy companies, then managed transitional staff for 18 months to completion of needed tasks with no morale issues. Successfully integrated all PanAmSat satellites into Intelsat operations and systems.• Effectively directed change management throughout major periods of transformation; led more than a dozen cultural integration workshops at multiple facilities across the country as part of the PanAmSat integration. • Spearheaded the introduction of a new, open-source satellite commanding language (SPELL) to reduce risk, recurring costs, and training effort when incorporating new satellites into the ecosystem. • Liaised and interfaced between Intelsat and satellite manufacturers for developing and negotiating statements of work for all satellite and ground products, representing both IT and Satellite Engineering and Operations.• Led the successful systems integration for operations of 5 Telstar satellites as Deputy Program Manager, Loral Integration.

• Managed the planning, development, and testing of the software systems used to operate and monitor the Intelsat satellite fleet (20+ satellites). Managed the successful project planning and integration of 7 Intelsat satellites into Intelsat fleet operations. • Successfully planned and executed the in-house takeover and successful implementation of the Flight Dynamics and Commanding (FDC) Project, saving $12M over 6 years. Recruited / hired staff, took over development and testing, transitioned all satellites to new system, and successfully completed the long-delayed project.

• Managed multiple projects and multiple software development teams within the satellite control systems, taking on problem teams and projects and leading them to success. • Led the FDC Due Diligence team in business case analysis of taking over the development and testing of FDC from vendor. Presented compelling case for ability to complete the project to senior management to gain approval of the plan to save $12M over 6 years.• Managed the Legacy Systems Migration Project to successfully migrate all legacy satellite control systems to the new target architecture. Negotiated and managed the first outsourced overseas software contract at Intelsat, cutting labor costs 40% for those tasks.• Pioneered the College Student Program. Set up a program to get college students working part-time year-round and full-time summers, reducing labor support costs by 50%. Program was so successful it was later taken over and expanded by Human Resources.• Managed the K-TV Project to successful preparation for the launch of the satellite, including managing staff locally and in France.
