Richard Allan Horning practices law at Global Technology Law in Sausalito, California. He served as a member of the ICC Task Force on IT in Arbitration, ICC Working Party on International Small Claims Arbitration, Judge Pro Tem of the San Francisco Superior Court, Discovery Referee in high technology cases in the Santa Clara and Contra Costa Superior Courts, and has been involved in over 60 domestic and international high technology arbitrations.
