My responsibilities include P&L, prime contractor project & engagement management, marketing/sales, RFP response, technical development and customer/client relationship management.• Managed 100’s of successful consulting engagements, on time, within budget and to client’s complete satisfaction. • Performed operational/lean audits following DMAIC methodology examining profit/loss, process/value stream mapping, 5S, work block design, benchmarking and performance service metrics. • Working with CDC, APHL & Ministry of Health, developed policy & foundation documentation to create the 1st Public Health Laboratory for the African country of Namibia. Developed an economic cost model for country’s 38 laboratories to ensure accountability, quality and service.• Successfully lead multi-specialty response teams for hospital laboratories undergoing CMS sanction threat due to quality and safety violations. Activities included operational audit, response document coordination, QA/QC & Safety procedure overhaul, staff reorganization, Laboratory Medical Director mentoring and PR advisement & coordination with hospital executive team.

Lazarus Technology, provides decision making tools for management to drive and measure performance. Connectivity is achieved through “Lazarus”, our universal interface engine. “MAST” (Management Accountability, Staffing & Service Tracker), our flagship business intelligence application, utilizes data from Laboratory Information Systems (LIS) regardless of vendor. It seamlessly extracts data from the existing LIS, integrates it with data from other information systems and provides powerful real-time reporting in the form of daily metric performance dashboards and drill down reports. Our unique approach alleviates cumbersome data collection that managers have to deal with today to get information. Our client/server risk management system, “ORF Tracker”, is a real-time incident reporting system.• Conceptualized, engineered and coded Lazarus & MAST applications.• Using ASP model in cloud environment, provide MAST daily/monthly production management, service metric monitoring, benchmarking, utilization & dashboard reporting to clinical laboratories throughout the United States.• Successfully managed over 50 installations of MAST connecting to a wide variety of LIS/HIS such as Cerner, Sunquest, Antrim, McKesson, Meditech, Misys.• Developed & managed laboratory data warehouses to extract transaction data off LIS and hospital financial system to monitor and report on capitated managed care contract compliance and net revenue contribution. • Developed the "Patient Satisfaction Tracker” software information system in compliance with JCAHO & HEDIS requirements, to manage patient/provider national based survey programs. • Provide technical & customer service.

Responsible for management and P&L of an $8.7 Million commercial laboratory and contract management company with 180 employees located in three facilities. This included strategic plan development, corporate formation, bank financing, licenses, design and management of a $750,000 physical plant renovation, payer contract negotiation, implementation of a multi facility computer information system, hospital management & physician contract negotiation, and selection and development of a management team.• As Vice President of Path Lab, Inc. (Portsmouth, NH) served as general manager & COO of Clini Tech.• Strategically planned and initiated all company start-up operations; accomplished on time and within budget.• Achieved financial break-even goal in 14 months exceeding business plan projections.• Developed company sales and marketing plan targeting prime accounts. Grew annual revenues from $6.9 Million to $8.7 Million in a three-year period.• Prepared annual operating, capital equipment, and cash flow budgets. Presented budgets and monthly management reports to the Board of Directors.• Created & implemented Management Development Program. Trained supervisors/managers in management.• Developed company wide productivity program to achieve service level delivery and cost effectiveness. Achieved targeted levels 8 months after program implementation.• Established an independent licensed laboratory business for a primary care physician practice of 24 MDs.• Developed and implemented wage & salary system and employee fringe benefit package. Implemented a Third Party Administrator (TPA) self-insurance health plan. Served as trustee to 401K Plan.• Implemented supply cost accounting & inventory control program that reduced costs per unit 15% during the 1st six months of implementation; consistent cost control management continued.

Managed the Department of Pathology, Laboratory Services, and the School of Medical Technology in this Voluntary Hospital Association (VHA) member hospital.• Developed a productivity management program, reducing operating expenses 21% & FTEs 24%. • Introduced hospital wide cost accounting; served as VHA liaison for member hospitals• Served as guest lecturer at Fitchburg State College and taught statistics for medical technology students• Active management representative on administrative and medical staff committees, i.e., ICU, Infection Control, Oncology, Safety, and AIDS Response. Chaired Management Advisory Group Committee.• Developed and initiated strategic & operational plan to create Clini Tech Services, Inc.

Managed the core laboratories staffed with 45 employees and an annual operating budget of $4 Million.• Implemented department cost accounting & IRR/NPV in capital budgeting justifications.• Introduced and implemented quality circles; successfully lead or championed multiple projects in safety, purchasing, phlebotomy rounds, workflow and test ordering.• Implemented workflow analysis and space redesign in core laboratory.• Established and implemented daily performance metric dashboard reporting achieving 97% success.• Established Laboratory/Nursing Joint Management Task Force: addressed ER & ICU turn-around times.

Completed administrative & medical staff projects including JCAHO inspection coordination, re-write of administrative officers manual, patient clinic workflow studies, department capital equipment justifications, CON drafts related to new clinical services, off shore captive research and participation in executive council and department manager meetings.

Through a University of Maine work study grant, and prior laboratory experience completed on-the-job training as a medical laboratory technician. Successfully passed the Federal Department of Health and Human Services (HEW) Clinical Laboratory Technologist examine in 1976, and the MT(ASCP) certification exam in 1977. Worked full time at this hospital on nights & weekends while completing my University of Maine degree; supervised weekend staff.
