Lead a small team on engagement with all four gas interconnectors connecting GB with neighbouring markets and lead on relationships with neighbouring regulators. Responsible for: * Assessing and approving interconnector access rules and charging methodologies. * Implementing various European Network Codes (ENC) (including Capacity Allocation Mechanisms (CAM), Congestion Management Procedures (CMP) and Balancing) on five Transmission System operators (TSOs). Achievements include implementing these by the required legal deadlines. * Leading Ofgem representation at the Agency for Cooperation of Energy Regulators (ACER) to develop three new EU laws on cross-border gas transportation relating to pipeline access, congestion management and tariffs. Achievements include agreements which gave a positive outcome for GB consumers. * Leading Ofgem advice to the Department of Energy and Climate Change (DECC) at comitology meetings with other European governments to agree two new EU laws on gas transmission capacity allocation and congestion management. * Implementing aspects of other EU regulations on TSOs. Achievements include implementing the physical reverse flow requirement of the security of supply for gas regulation and avoiding EU legal action against the UK following an infringement letter from the EU.

Led on * Review of gas transmission charging regime (and led assessment and drafting of Ofgem decision letters on various proposals to modify the gas transmission charging regime). * Review of National Grid Gas’s (NGG) buy-back regime. * The price control roll-over for NGG. * Setting unit increases in allowed revenues for NGG for additions to gas network capacity at specific points on the system (revenue drivers) and led licence modifications.* Facilitated stakeholder workshops.

Summary: Worked on a variety of projects providing analysis and recommendations to Senior Ofgem staff. Key responsibilities included: * Leading on regulatory approvals to changing industry codes (e.g. incremental capacity and transfer and trade methodology statements). * Advising colleagues in the European team on gas transmission issues. * Representing Ofgem at gas transmission workgroup meetings. * Analysing auction results data. * Working on interconnector licensing issues. * Working on determinations to resolve industry disputes.

Summary: Worked on a variety of international energy sector projects focussing mainly on electricity regulation. This included providing analysis and writing expressions of interest and proposals for World Bank and EU funded regulatory projects. In the last three months working there drafted project proposals worth $1m and helped break IPA Energy consulting into water regulation projects. Key responsibilities included: * Providing regulatory support to the Guernsey Electricity Limited as it underwent its first price control. * Researching examples of links between electricity quality and price and used this to formulate policy options in the rural Indian context to provide incentives for electricity companies to improve quality. * Reviewing Zambian electricity tariff structures and analysed policy options to achieve sector goals. * Advising the Rwandan regulator on various lifeline tariffs for electricity and water.

Summary: Worked as an ODI fellow to encourage the use of economics in policy and decision making. Key responsibilities included: * Managing a project to institutionalise the compilation of the natural resource accounts for water in the DWA. This involved securing donor funding, managing a team to collect and analyse data and formalising reporting relationships whilst building capacity in the department for this to be done annually. * Working with Deputy Minister to review and make recommendations on the tariff proposals from the bulk water supply company.
