Pace Management, LLC provides pharmacist staffing and community pharmacy management services. In addition, Pace Management, LLC is co-owner of KavanaughRx, LLC, a community pharmacy in Little Rock's Heights neighborhood, DBA Kavanaugh Pharmacy.

Evaluate proposed state and national legislation, rules, and regulations to determine the professional and financial impact on the profession of pharmacy. Provide policy recommendations for APA to pursue through both the legislative and regulatory processes. Educate policymakers, regulators, and other decision-makers on APA’s policies. Stay current on Medicaid, Medicare, and Health Care Reform issues. Represent APA’s interests and positions to various stakeholders. Develop continuing pharmacist education programs. Assist members in pharmacy valuation and pharmacy ownership transition. Help members troubleshoot third party issues and audits. Oversee and direct the APA’s member and stakeholder communications, including www.arrx.org, AR•Rx – The Arkansas Pharmacist magazine, and InteRxActions weekly eNews. Also oversee the organization's membership and meetings division and grant activities, including APA's immunization grant.

Administered a $3M annual contract between the UAMS College of Pharmacy and the Arkansas Medicaid Program. Developed and implemented from the ground up a new managed care program (EBRx) for Arkansas Medicaid recipients. EBRx was a unique process of formulary development that used local physicians and pharmacists to evaluate comparative efficacy data for prescription medications in the same therapeutic class without any financial consideration. After a comparative effectiveness determination was made, a second committee of physicians and pharmacists made a cost determination within the parameters established by the comparative effectiveness committee. I was responsible for all aspects of the program. In addition to development, implementation and operation, I ran a pharmacist-staffed prior authorization call center and led an outreach effort to educate providers and pharmaceutical manufacturers about the program. I also provided periodic reports to the Arkansas Legislature and the Arkansas Medicaid Program. The program has to date generated approximately $100M of savings to the Arkansas Medicaid Program.

Led group of 184 independent pharmacies in Arkansas. The group previously had 50 percent ownership in a regional pharmaceutical wholesaler, Walsh-Heartland, LLC. Prior to my hiring, Walsh-Heartland was sold to D&K Wholesaler in St. Louis, Missouri. I was tasked with negotiating a prime vendor agreement with D&K and transitioning the group to a traditional buying group, which required corporate restructuring. During my tenure, I was successful at negotiating an aggressive buying contract with D&K and leading the transition to a new corporate structure.

Worked within NCPA’s Management Institute, which focuses on assisting pharmacists in the business management of their practices. Very involved with the development of the Community Care Rx Drug Discount Card (which later became the Community CCRx Medicare Part D plan). Worked on a variety of issues and projects, including: the NCPA Digest, HIPAA, Pharmintercom, National Council on Prescription Drug Programs (NCPDP), pharmacist professional service billing, NCPA Annual Convention, Profit Mastery Initiative, Ownership Workshop, Pharmacy Technician Training Manual, Drug Availability Task Force (DATF), and National Council on Patient Information and Education (NCPIE). In addition, I responded to member inquiries and other professional affairs issues as they arose.
