Amtrak is an American passenger railroad service, with a track network that extends across the United States. Formed as a quasi-public corporation, Amtrak has a unique dynamic of receiving a combination of state and federal subsidies while being managed as a for-profit organization.Building labor models for Amtrak required understanding of Amtrak's intricate relationships with trade unions. Cost would not always be directly tied with capacity or service requirements, due to union benefits such as deadheading and overtime pay, special contracts in overtime calculations, etc.Additionally, models would have to reflect and accommodate cost allocations as required by PRIIA Section 209 and the FAST Act. Said differently, service lines that extended across multiple states would normally have costs and revenues allocated based on rail mileage, with some exceptions. Capital cost allocations included work done for the rail lines as well work performed on rail cars.
