Responsible for project direction and business development of LaBella’s growing presence throughout the NYC metro region and across all of LaBella's A/E/C disciplines. Develops and maintains strategic partnerships and multi-disciplinary collaboration efforts.Richard directs and oversees environmental due diligence and site assessments, investigations, and remediation of E-designation, brownfield, Superfund, and spill sites in local, state, and federal programs in NY (licensed PG), NJ, and CT (licensed LEP). Richard's recent focus has been oln the remediation of affordable housing projects in the NYS Brownfield Cleanup Program as well as leading multi-disciplinary engineering design projects.

The Gowanus Canal Conservancy is a 501(c)(3) community-based not-for-profit organization based in Brooklyn that works to improve water quality, preserve open space, and promote public access to the ecological, cultural, and recreational resources of the Gowanus Canal and its watershed. Richard provides creative leadership for the organization, developing key strategic relationships and strategic partnerships with elected officials, city and state agencies, and real estate professionals.

Oversaw and directed the growth of a multi-disciplinary NYC office comprised of project managers, civil / site, storm water, waste water engineers, field technicians, field hydrogeologists, and GIS technicians. Directed environmental due diligence, investigation, and remediation of spill-sites, E-designation, and brownfield site. Developed strategic partnerships, managed contracts with city and federal agencies, oversaw numerous engineering and geothermal design projects in New York City.As Principal-in-Charge of PWGC's On-Call Environmental Consulting and Brownfield Planning Contract with the NYC Mayor's Office of Environmental Remediation (MOER), administered through NYC EDC, Richard assembled and led a team of best-in-practice professionals and consultants in the fields of urban planning, community and economic development, real estate finance and development, community engagement, transportation and infrastructure planning, environmental planning and permitting, and GIS / IT services.Strategically managed the investigation and remediation of a former brass fittings manufacturing facility in Long Island City, NY. The project team overcame significant technical and logistical challenges in treating deep chlorinated solvent hot spots in soil and utilized innovative technologies to remediate soil and groundwater to achieve a conditional Track 1 clean-up within the New York State BCP. The team proudly earned the 2019 Big Apple Brownfield Award for Environmental Protection from the New York City Brownfield Partnership.

Founded Brooklyn-based environmental consulting and risk management firm specializing in developing and executing practical, sustainable, and cost-beneficial solutions for the clean-up, restoration, and redevelopment of contaminated properties. Worked closely with NJ LSRPs to develop and perform site investigations, prepare conceptual site models, and remediate complex petroleum and chlorinated solvent sites.

Responsible for managing and coordinating the investigation and remediation of large, complex, multi-phase brownfield and Superfund sites for real estate developers, Fortune 500 companies, and Superfund PRP groups. Served as technical consultant to multiple PRP Committees managing regulatory and cost allocation negotiations, strategic communications, and providing technical support for environmental dispute resolution. Developed technical and regulatory strategies, prepared flexible work plans and persuasive reports, originated sensitive and strategic communications, solicited new business, and direct and oversaw staff.

Project Hydrogelogist for boutique design-build environmental consulting and construction firm based on Long Island, NY. Managed on-call Spills contract for NYSDEC Region II Bureau of Spill Prevention and Response (BSPR). Responsible for directing real-time groundwater and soil investigations, overseeing hydrogeologic studies and contaminant fate and transport and modeling, and managing remedial design and construction. Characterized and performed Remedial Design and Remedial Action for numerous high-profile MTBE plumes and supported NYSDEC cost recovery efforts.
